All schools in the state (government, grant-in-aid, self-reliant) have been declared closed from 16-03-2020 due to the recent Kovid-19 epidemic across the country. Lock-down announcements were made periodically by the Central Government. Under those circumstances schools were kept closed.
Even in the present situation, there is a ban on starting educational institutions as per the instructions of the Central Government in this regard. In the case of FOVID-19, a resolution was issued by the Department of Education regarding the online education provided by the schools and the fees charged by the self-reliant schools.
Name the matter. Was pending in the Gujarat High Court. Name according to which. Instructions were given in the Common Oral Judgment of the Gujarat High Court. Pursuant to which meetings were organized by the state government with the office bearers of the self-governing school governing body. Ordered the State Government to take a balanced and appropriate decision keeping in view the interest of all stakeholders ”according to which the matter of fixing the fees of self-reliant schools was under active consideration of the Government.
After detailed deliberations with the parents / representatives and self-governing school governing bodies / representatives in this consideration, the adult consideration is finally decided as follows.
1. In the academic year 2020, Gujarat Board of Secondary and Higher Secondary Education, CBSE, ICSE, IB and all other self-reliant schools affiliated to the Board will not be able to increase any fee.
2. The notification of the Department of Education has made provision for ‘Fees for Alternative Activities / Facilities’ according to which ‘Fees’ for the same can be levied only from the students who take advantage of such activities.
No other fee schools will be able to charge for the academic year 2020, including ‘Alternative Activities / Facilities’. If a guardian has paid a 'fee' for such alternative activities / facilities, he / she will have to reimburse such additional amount against the fee to be charged in the near future.
3. In the academic year 2020, all the self-reliant schools in the state will be able to collect only 'tuition fees'.
3.1. Number read in the ‘Tuition Fee’ fixed by the concerned ‘Fee Regulation Committee’ in the previous academic year 2019 for the academic year 2020
In pursuance of the consent given by all the concerned congregations in the letters mentioned in (7) and (8), all the self-reliant schools will have to give 5% relief. This means that in the academic year 2020, 75% of the tuition fee fixed by the relevant fee regulation committee of the state for the academic year 2019 can be recovered from the parents of all the self-reliant schools.
3.2 Parents will be able to pay the fee amount on monthly basis or even in the academic year 2020 at their convenience. The school will not be able to collect any penalty from the parent / student for delay in payment of fees. If a parent has paid 100% ‘Tuition Fee: Advance’, he / she will have to reimburse the parent for the additional fee.
4. It will be desirable to reimburse the amount of all fees for the second semester of the academic year 2020 (if any) as well as 50% of the fees as decided in section no. 3.1 of the first semester of the current academic year 2020.
But if in unusual circumstances any parent is unable to pay the fee within the time limit, if they make a representation to the school administrator with reasons, the school administrator will have to take a case-by-case merits and demerits and bring a positive redressal of the representation.
5. This resolution shall apply to all the self-reliant schools affiliated to the Gujarat Board of Secondary and Higher Secondary Education, CBSE, ICSE, IB and other boards in Gujarat.
