નવા રચાયેલ સીઆરસીમાં સમાવિષ્ટ શાળાઓને અન્ય સીઆરસીમાં સમાવવા અંગેની દરખાસ્ત બાબત .
ડીપીસી કક્ષાએથી મળેલ દરખાસ્ત ઉપરોકત વિષય અંગેની આપના જિલ્લાની અત્રે મળેલ દરખાસ્તમાં જિલ્લા / કલસ્ટર તથા શાળાને અન્ય નજીકના કલસ્ટરમાં સમાવવા અંગેની દરખાસ્તમાં રજુ કરેલ શાળા ફેરફાર અંગે કલસ્ટર રેશનલાઈઝેશન અંતર્ગતના ધોરણોને અનુસરીને પુનઃ ચકાસણી કરીને વિગતવાર અહેવાલ તૈયાર કરીને જિલ્લા ઓઆઈસી - પીએન્ડએમઓ અને ઓઆઈસી- એમઆઈએસ બંનેના સ્પષ્ટ અભિપ્રાય તથા તે ઉપર ડીપીસીના સ્પષ્ટ અભિપ્રાય સાથે લઈને આ કચેરી ખાતે મળેલ છે.
ઉકત દરખાસ્ત / રજુઆતો અન્વયે શાળાઓ તરફથી કે શાળાઓની રજુઆત પરત્વે અન્ય સંબંધિત શાળાના ગામના સરપંચ , આચાર્યશ્રી , એસએમસી સભ્ય , સંબંધિત પદાધિકારી , ધારાસભ્ય કે ડીપીસી દ્વારા આ બાબતે યોગ્ય થવા રજુઆત થયેલ હોય તે અન્વયે પુનઃ ચકાસણી કરવા અને તે આધારે નીચે મુજબની કાર્યવાહી કરવા જણાવવામાં આવે છે .
( 1 ) તાલુકા કક્ષાએ આ માટે એક સમિતિની રચના નીચે મુજબ કરવી .
( 1 ) તાલુકા પ્રાથમિક શિક્ષણાધિકારીશ્રી
( 3 ) બીટ કેળવણી નિરીક્ષક -1
( 3 ) સંબંધિત તાલુકાના બીઆરસી કો.ઓ.
( 4 ) અસરકર્તા બંને કલસ્ટરના સીઆરસી કો.ઓ.
( 5 ) જિ.શિ.તાલીમ ભવનના તાલુકા સંબંધિત લાયઝન અધિકારી
( 6 ) બ્લોક એમઆઈએસ ( તકનીકી સહયોગ )
( 2 ) કલસ્ટર મેપીંગ દ્વારા રચાયેલ કલસ્ટરની ચકાસણી માટેના ધોરણો :
i . સીઆરસીમાં સમાવિષ્ટ મહત્તમ 18 શાળાઓનું પ્રમાણ બદલી શકાશે નહીં .
ii . પસંદ કરેલ સીઆરસી સેન્ટર ( સીઆરસી ) કલસ્ટર તેમાં સમાવિષ્ટ તમામ શાળાઓની મધ્યમાં ( કેન્દ્રમાં ) હોય અને વાહન વ્યવહારની પૂરતી સુવિધા હોય તે જોવુ .
આ સીઆરસી સેન્ટરની અન્ય શાળાઓનું અંતર જે તે શાળાની સામે દર્શાવવુ .
તાલુકાકક્ષાની સમિતિ ધ્વારા સીઆરસી પુનઃ રચના બાબતે કારણો સહીત રજૂ કરેલ સુધારા અંગે જિલ્લા કક્ષાની નીચે દર્શાવેલ સમિતિએ જરૂરી ચકાસણી કરી સમિતિના સભ્યોની સર્વસંમતિથી જે તે તાલુકાની દરખાસ્ત કારણો સહીત માન્ય / અમાન્ય કરીને તેની દરખાસ્ત બહાલી માટે રાજય કક્ષાએ મોકલવી.
( 3 ) જિલ્લા કક્ષાની સમિતિઃ જિલ્લાકક્ષાની સમિતિમાં કુલ 5 ( પાંચ ) સભ્યો રહેશે .
( 1 ) પ્રાચાર્યશ્રી , જિ.શિ.તા.ભવન
( 2 ) જિલ્લા પ્રાથમિક શિક્ષણાધિકારી અને જિલ્લા પ્રો.કો.ઓર્ડિનેટરશ્રી
( 3 ) પ્રમુખશ્રી , જિલ્લા પ્રા.શિ.સંઘ
( ૪ ) મદદનીશ જિલ્લા કો.ઓ.- કયુઈએમ ( ટીચર્સ ટ્રેનીંગ )
( 5 ) મદદનીશ જિલ્લા કો.ઓ.- એમઆઈએસ ( તકનિકી સહયોગ માટે )
( 4 ) શાળાને કલસ્ટર ફેરફાર કરી આપવાની દરખાસ્ત / રજુઆત અન્વયે ઉકત તમામ પ્રક્રિયા નીચેના ક્રમ ( 1 ) થી ક્રમ ( 3 ) મુજબ કરવી .
( 1 ) 06/08/2018 ના પરિપત્રની માર્ગદર્શક સુચનાઓ
( 2 ) આ બાબતની તા .20/09/2018 ની વિડીયો કોન્ફરન્સ અને તા .08/102018 ની ઓઆઈસીની મિટીંગમાં આપેલ સુચનાઓ
( 3 ) કલસ્ટરની રચના અન્વયે આખરી ચકાસણી અંગે અત્રેના તા .08/012019 ના પરિપત્રની સુચનાઓ
ઉકત પરિપત્રોની માર્ગદર્શક સુચનાઓને ધ્યાનમાં લઈને , તાલુકા કક્ષાની સમિતિ ધ્વારા દરખાસ્તની ચકાસણી કરવી .
જિલ્લાકક્ષાએથી હાથ ધરવાની પ્રક્રિયા :
તાલુકાકક્ષાની સમિતિ ધ્વારા ચકાસણી કરીને મળેલ દરખાસ્તને જિલ્લાકક્ષાની સમિતિએ પણ તેની ખરાઈ કરવી.જે માટે ઉપરની પ્રક્રિયા ઉપરાંત નીચેની બાબતોને પણ ધ્યાને લેવી .
( 1 ) દરખાસ્તની ચકાસણી દરમ્યાન નવા રચાયેલ કલસ્ટરમાં ફાળવવામાં આવેલ શાળાઓની સંખ્યાઓ ( સરકારી તથા સેલ્ફ ફાઈનાન્સ ) બહુ મોટો ફેરફાર ન થાય તેની અંગત તકેદારી રાખી .
( 2 ) વધુમાં આ શાળા ફેરફાર દરમ્યાન એક રેવન્યુ વિલેજ ગ્રામ્યની એક શાળાને અન્ય કલસ્ટરમાં સમાવેશ કરતાં , તેને અસરકર્તા અન્ય શાળાઓ ( માધ્યમિક , ગ્રાન્ટેડ , નોન ગ્રાન્ટેડ ) નો પણ સમાવેશ કરવો જરૂરી છે .
જે કરવાથી જો અગાઉ આ કલસ્ટરમાં ફાળવેલ શાળાની સંખ્યામાં બહુ મોટો ફેરફાર ન થાય તેની પણ કાળજી રાખવી . ઉકત કાર્યવાહી અંતર્ગત શાળાની દરખાસ્ત સાથે નીચે મુજબનું પત્રક દરખાસ્ત સાથે મંગાવવું .
Matter of proposal to include schools included in the newly formed CRC in other CRCs.
Proposal received from DPC level In the proposal received from your district on the above subject, the district / cluster and the school submitted in the proposal to include the school in other adjoining clusters have been re-verified following the norms under cluster rationalization and detailed report has been prepared. The opinion along with the clear opinion of the DPC has been received at this office.
As per the above proposal / representations from the schools or other concerned school village sarpanch, principal, SMC member, concerned office bearer, MLA or DPC has been asked to re-verify and take the following action accordingly. Is.
(1) To form a committee for this at taluka level as follows.
(1) Taluka Primary Education Officer Shri
(3) BIT EDUCATION INSPECTOR-1
(3) BRC Co.O. of the concerned taluka.
(4) The CRC co.
(5) Liaison Officer of Tal
(6) Block MIS (Technical Collaboration)
(2) Standards for verification of clusters designed by cluster mapping:
i. The proportion of maximum 18 schools included in the CRC cannot be changed.
ii. Make sure that the selected CRC Center (CRC) cluster is in the center of all the schools involved and has adequate transport facilities.
Showing the distance of other schools of this CRC center in front of that school.
Regarding the amendment submitted by the taluka level committee regarding the reorganization of CRC with reasons, the following committee at the district level made the necessary verification and with the consensus of the members of the committee approved / invalidated the proposal of that taluka and sent its proposal to the state level for ratification.
(3) District level committee: The district level committee will have a total of 5 (five) members.

(4) All the above process should be done as per the following order (1) to order (3) as per the proposal / presentation to change the cluster to the school.
(1) Guiding instructions of the circular dated 06/08/2018
(2) Instructions given in the video conference of this matter dated 20/09/2018 and in the meeting of OIC dated 08/102018
(3) Instructions in the circular dated 08/012019 regarding final verification as per cluster formation.
Considering the guiding instructions of the above circulars, the proposal should be scrutinized by the taluka level committee.
Procedure to be taken from district level:
The proposal received after verification by the taluka level committee should also be verified by the district level committee. For this, in addition to the above process, the following matters should also be taken into consideration.
(1) During the scrutiny of the proposal, personal vigilance should be taken to ensure that the number of schools (government and self-financed) allotted in the newly formed cluster does not change drastically.
(2) In addition to the inclusion of one school in a Revenue Village village in another cluster during this school change, it is also necessary to include other schools (Secondary, Granted, Non-Granted) affecting it.
Doing so will also ensure that the number of schools allotted in this cluster does not change drastically. To request the following form along with the proposal of the school under the above procedure.
