પ્રાથમિક શિક્ષક બદલી પરિપત્ર તારીખ ૦૧/૦૪/૨૦૨૨ ના મુખ્ય અંશો 

🔹 શિક્ષક મહેકમ માટેની વિદ્યાર્થી સંખ્યા ૩૧ જૂન ગણાશે, ( પહેલા ૩૧ ઓગસ્ટ હતી.

🔹 જિલ્લા આંતરિક અને જિલ્લાફેર અરસપરસમાં વતનની જોગવાઈ દૂર કરાઈ.અગાઉ વિકલ્પ અસ્વિકાર કરનાર અરજી કરી શકશે.(અગાઉ બદલી બંને શિક્ષકો ના સેવાપોથીમાં નોંધાયેલ જિલ્લામાં જ બદલી થઈ શકતી હતી, ફરીથી વિકલ્પ અરજી કરી શકાતી ન હતી)
🔹 ૧૦ વર્ષના બોન્ડવાળા જિલ્લાના શિક્ષકો ૫ વર્ષે બદલી કરાવી શકશે, જેમાં જે શિક્ષક બદલી કરાવીને બોન્ડવાળા જિલ્લામાં જાય, ત્યાં બદલીથી આવેલ શિક્ષકે બાકીના પાંચ વર્ષ બદલી કરી શકશે નહીં, અને તે બાબતનું લેખિત બોન્ડ આપવું પડશે, ચાલુ વર્ષે ઓનલાઈન અરજી ડિસેમ્બર ૨૦૨૨માં કરી શકશે. (અગાઉ ૧૦ વર્ષ સુધી બદલી થઈ શકતી ન હતી).
🔹 શાળા મર્જ થાય તો જે શાળામાંંથી આવ્યા હોય તે શાળા તે શાળાની દાખલ તારીખને ધ્યાને લેેવાશે.
🔹 જિલ્લા વિભાજનના કિસ્સામાં જ્યાં સુધી પ્રતિક્ષાયાદી પૂર્ણ ન થાય ત્યાં સુધી જિલ્લાફેરથી જગ્યા ભરાશે નહિં. (અગાઉ કોઈ ચોક્ક્સ જોગવાઈ ન હતી)
🔹 સીઆરસી/બીઆરસી બદલીમાં પ્રતિનિયુક્તિ પૂર્ણ કરનારને મૂળ શાળાની દાખલ તારીખથી સિનીયોરીટી, જ્યારે રાજીનામું/પ્રતિનિયુક્તિ રદ કિસ્સામાં નવી શાળાની દાખલ તારીખથી સિનીયોરીટી
🔹જિલ્લાફેર બદલીમાં જે મહિનામાં બદલી કેમ્પ યોજાય, તે મહિનાની પહેલી તારીખે ખાલી પડેલ તમામ જગ્યાઓ જિલ્લાફેરથી ભરીશે.(અગાઉ ૪૦% જગ્યા જ જિલ્લાફેરથી ભરાતી હતી.
🔹 દંપતિ કિસ્સામાં પ્રતિનિયુક્તિ કિસ્સામાં પાંચ વર્ષ પૂર્ણ કરેલ શિક્ષકની માંગણી બદલીવાળા જિલ્લામાં પ્રતિનિયુક્તિ આપવામાં આવશે,જેમાં શિક્ષકને  નિવૃત્તિના બે વર્ષ અગાઉ મૂળ જિલ્લામાં પરત લાવવાના રહેશે.
🔹 જીલ્લાફેર બદલીની અરજીઓની પ્રતિક્ષા યાદી દરેક જિલ્લાએ બનાવવાની રહેશે અને જે  જિલ્લાની પ્રતિક્ષાયાદી પૂર્ણ થશે તેની જાણ નિયામકશ્રીને કરવાની રહેશે અને ત્યારબાદ ઓનલાઇન માધ્યમથી જિલ્લા ફેર અરજીઓ રહેશે, જેમાં શિક્ષકોએ નિયત સમયમાં ઓનલાઈન ૩ જિલ્લા પસંદ કરવાના રહેશે.


જે જિલ્લામાં પ્રતિક્ષા યાદી છે તેવા જિલ્લામાં અરજી સ્વીકારવામાં આવશે નહીં

૧. શિક્ષણ વિભાગનો તા.૨૪/૦૩/૨૦૨૦નો ઠરાવ ક્રમાંક:મભય-૧૦૨૦૧૭-૧૮૮-આર
૩. માન. મુખ્ય સચિવશ્રીના અધ્યક્ષસ્થાને તા.૨૬/૧૦/૨૦૨૨ ના રોજ યોજાયેલ રાજ્ય કક્ષાની સ્ટીયરીંગ કમ મોનીટરીંગ બેઠકની કાર્યવાહી નોંધ.
૫. કમિશનર પી.એમ. પોષણ(મધ્યાહન ભોજન) યોજનાની કચેરીના તા.૨૩/૦૭/૨૦૨૪ ના પત્ર ક્રમાંક:CMMS/0071/07/2024 થી મળેલ દરખાસ્ત

આમુખ :
પી.એમ. પોષણ(મધ્યાહન ભોજન) યોજના હેઠળ રાજ્યની સરકારી અને અનુદાનિત પ્રાથમિક શાળાના વિદ્યાર્થીઓને બપોરનું ગરમ ભોજન આપવામાં આવે છે.

શિક્ષણ વિભાગના સંદર્ભ ક્રમાંક-(૧) સામેના ઠરાવથી પી.એમ. પોષણ યોજનામાં બાળકોને આપવામાં આવતા ભોજનનું દૈનિક વાનગી મેનુ નિયત કરવામાં આવેલ છે. શિક્ષણ વિભાગના સંદર્ભ ક્રમાંક-(૨) સામેના ઠરાવ મુજબ પી.એમ. પોષણ યોજના અંતર્ગત અઠવાડિયામાં એક દિવસ બાળકોને સુખડી આપવામાં આવે છે.

માનનીય મુખ્ય સચિવશ્રીના અધ્યક્ષસ્થાને તા.૨૬/૧૦/૨૦૨૩ ના રોજ મળેલ રાજ્ય કક્ષાની સ્ટીયરીંગ કમ મોનિટરીંગ બેઠકમાં ઉક્ત મેનુના અમલીકરણમાં પડતી મુશ્કેલીઓ ધ્યાને લઈ જરૂરી સુધારા-વધારા કરવા સૂચન થયેલ હતુ.

આથી, પીએમ પોષણ યોજનાના દૈનિક વાનગી મેનુમાં બદલાવ કરી સરકારશ્રી તરફથી નિયત થયેલ અનાજ, કઠોળ, તેલ અને લીલા શાકભાજીના જથ્થાના પ્રમાણ તથા ભારત સરકારની ગાઇડલાઇન અનુસાર નિયત થયેલ કેલરીનું પ્રમાણ જાળવી સમગ્ર રાજ્યમાં એકસાથે અમલમાં મુકી શકાય તે મુજબનું વાનગી મેનુ નિયત કરવા સંદર્ભ ક્રમાંક-(૪) સામેના ઠરાવથી નિયત થયેલ ટેકનિકલ એડવાઈઝરી કમિટીની બેઠકમાં ચર્ચા કરવામાં આવેલ.

જે મુજબ કમિશનર પી.એમ. પોષણ યોજનાની કચેરીના સંદર્ભ ક્રમાંક-(૫) સામેના પત્રથી પી.એમ.પોષણ યોજના માટેનું દૈનિક વાનગી મેનુમાં ફેરફાર કરવા દરખાસ્ત કરવામાં આવેલ હતી જે વિચારણા હેઠળ હતી

ઠરાવ :

સરકારશ્રીની કાળજીપૂર્વકની વિચારણાને અંતે પી.એમ. પોષણ યોજનામાં બાળકોને આપવામાં આવતા ભોજન માટે નીચે મુજબ દૈનિક વાનગી મેનુ નિયત કરવાનું આથી ઠરાવવામાં આવે છે.

રાજ્યના જે વિસ્તારમાં એન.જી.ઓ. દ્વારા આપવામાં આવતા ભોજન માટે અલગથી મેનુ નિયત કરવામાં આવેલ છે ત્યાં તે મુજબ જ વાનગી-મેનુનો અમલ કરવાનો રહેશે.

ઉપર કોષ્ટકમાં દર્શાવેલ વાનગીઓમાં ઋતુ પ્રમાણે લીલા શાકભાજીનો મહત્તમ ઉપયોગ કરવાનો રહેશે.

પી.એમ. પોષણ યોજના માટે નિયત થયેલ દૈનિક જથ્થો, કેલરી અને પ્રોટીનની માત્રા જળવાઈ રહે

તે મુજબ સ્થાનિક સ્વાદ-રૂચીને ધ્યાનમાં લઈ, કલેક્ટરશ્રીની અધ્યક્ષતામાં જીલ્લા કક્ષાની સ્ટીયરીંગ કમ

મોનિટરીંગ સમીતીની મંજુરી મેળવી જરૂર જણાયે વાનગીમાં ફેરફાર કરી શકાશે.

આ ઉપરાંત, જે તે દિવસના મેનુ મુજબ જરૂરી કઠોળ-દાળ કે ચણાનો જથ્થો ઉપલબ્ધ ન હોય તો તેવા સંજોગોમાં જે કઠોળ ઉપલબ્ધ હોય તેનો ઉપયોગ કરી નિયત થયેલ કેલરી-પ્રોટીન મુજબનું ભોજન બાળકોને આપવાનું રહેશે.

  1.  Pension: An employee will get an assured pension of 50 percent of the basic salary for the 12 months preceding retirement.  If a person has worked for 25 years then he will get this pension.  Less than 25 years and more than 10 years will be reduced.
  2.  Assured Family Pension: 60% of the pension (if retired instead of death) of the employee at the time of his death will be given as pension to the family.
  3.  Assured Minimum Pension: In case of less than ten years of service, the Assured Minimum Pension per month is Rs.  10,000 will be.  With inflation it would be around Rs 15,000 today.
  4.  DR (Dearness Relief) money will be available on these three pensions according to inflation.  Which will be based on All India Consumer Price Index for Industrial Workers (AICPI-W).
  5.  A lump sum of 10% of salary will be paid for every 6 months of service.  If a person completes 30 years of service he will get six months pay (including allowances).  This will be in addition to gratuity.

લોકસભાની આગામી સામાન્ય ચૂંટણીમાં મહત્તમ મતદારો સહભાગી થાય અને પોતાના મતાધિકારનો ઉપયોગ કરી શકે તે માટે તા.01લી જાન્યુઆરી, 2024ના રોજ 18 વર્ષ પૂર્ણ કરનાર મતદારોનો સમાવેશ કરવા અને ક્ષતિરહિત અદ્યતન મતદાર યાદી તૈયાર કરવા માટે ચૂંટણી પંચ દ્વારા મતદારયાદીની ખાસ સંક્ષિપ્ત સુધારણા ઝુંબેશ શરૂ કરવામાં આવી છે. જેમાં મતદારયાદીની ખાસ સંક્ષિપ્ત સુધારણા કાર્યક્રમ-2024 અંતર્ગત ખાસ ઝુંબેશ દિવસની તારીખોમાં ફેરફાર કરવામાં આવ્યો છે.


રાજ્યભરમાં ખાસ સંક્ષિપ્ત સુધારણાના સમયગાળા દરમિયાન ખાસ ઝુંબેશ દિવસ તરીકે ભારતના ચૂંટણી પંચની સૂચના અનુસાર (રવિવાર)ના દિવસોએ ખાસ ઝુંબેશ દિવસ તરીકે નિયત કરવામાં આવ્યા છે.


હાલ મતદાર યાદીમાં 2,51,54,900 પુરૂષ, 2,36,03,382 સ્ત્રી અને 1,427 ત્રીજી જાતિના મળી કુલ 4,87,59,709 મતદારો નોંધાયેલા છે. જે તમામનો ફોટો મતદારયાદીમાં સમાવેશ કરવામાં આવ્યો છે તથા તમામને EPIC (મતદાર ઓળખપત્ર) ફાળવવામાં આવ્યા છે. આ ઉપરાંત પુનઃગઠન બાદ કુલ 50,677 મતદાન મથકો નક્કી કરવામાં આવ્યા છે.

રાજ્યભરમાં ખાસ સંક્ષિપ્ત સુધારણાના સમયગાળા દરમિયાન આગામી ખાસ ઝુંબેશ દિવસ તરીકે નિયત કરવામાં આવ્યો છે. આ દિવસે બૂથ લેવલ ઑફિસર્સ સવારે 10.00થી સાંજે 05.00 વાગ્યા દરમિયાન સંબંધિત બૂથ પર હાજર રહેશે અને નાગરિકોને રુબરુ જોવા માટે મતદારયાદી ઉપલબ્ધ કરાવશે.


વધુમાં, પાત્રતા ધરાવતા યુવાનો અને તેનાથી વધુ વયજૂથ ધરાવતા નાગરિકો મતદાર યાદીમાં નામ નોંધાવવા અંગે તથા મતદાર યાદીમાં નામ દાખલ કરવા, સુધારો કરાવવા કે કમી કરાવવા ચૂંટણી પંચના Voter Helpline App અને VSP ઉપર ઑનલાઈન ફોર્મ ભરી શકાશે.


આ મતદાર યાદી સુધારણા કાર્યક્રમ દરમિયાન મળેલી હક્ક-દાવાઓની અરજીઓનો નિકાલ કરી મતદાર યાદીની આખરી પ્રસિદ્ધિ કરવામાં આવશે. આ મતદારયાદી મતદાર નોંધણી અધિકારીની કચેરી, મદદનીશ મતદાર નોંધણી અધિકારીની કચેરી ખાતે, Image PDF ફોર્મેટમાં મુખ્ય ચૂંટણી અધિકારી, ગુજરાતની વેબસાઈટ https://ceo.gujarat.gov.in પર તથા જિલ્લા ચૂંટણી અધિકારીની કચેરી ખાતે જિલ્લાના તમામ વિધાનસભા મતવિભાગોની મતદાર યાદી જોવા મળી શકશે.

શાળા વિકાસ યોજના (SDP) શું છે?

શાળા વિકાસ યોજના, અંગ્રેજીમાં જેને School Development Plan કહેવામાં આવે છે. શાળાઓનું આ એવું પૂર્વ આયોજન છે જે શાળાઓને ભવિષ્યમાં શ્રેષ્ઠ બનાવવા માટે ઉપયોગી ધાય છે. ચાલુ વર્ષના પરિણામોનું વિશ્લેષણ કરી અગાઉના વર્ષોમાં સારા પરિણામ મેળવવાનું આયોજન છે.

શૈક્ષણિક સંસ્થાનું ત્રણ વર્ષ નું પરિણામ આને આયોજન આ ફોર્મ માં દર્શાવવામાં આવે છે. જેમાં શૈક્ષણિક, ભૌતિક, સામાજિક, આર્થિક બાબતોનો સમાવેશ થાય છે. શાળા વ્યવસ્થાપન સમિતિ ( SMC ) આચાર્ય, વગેરેને સાથે રહીને ભવિષ્યના લક્ષાંકો નક્કી કરી શ્રેષ્ઠ પરિણામ હાંસલ કરવાનું હોય છે.

શાળા વિકાસ યોજના નો ઉદ્દેશ્ય

આરટીઈ અધિનિયમ, ૨૦૦૯ અને રાષ્ટ્રીય અભ્યાસક્રમ માળખાં (એનસીએફ), ૨૦૦૫ ના ગૃહીત સિદ્ધાંતમાં ઉપલબ્ધ કરવામાં આવેલા પ્રતિમાન અને માનદંડો મુજબ શાળાના આધાર-માળખાં, માનવ સંસાધનો, શિક્ષણની ગુણવત્તા, સમાનતા અને શાળાના સંચાલન ક્ષેત્રે સમય મર્યાદામાં રહીને વિદ્યાર્થી, શિક્ષકો અને શાળાના વાતાવરણના વિકાસને સુનિશ્ચિત કરવો.

શાળા વિકાસ યોજનાનું મહત્વ

RTE મુજબ દરેક શાળા વ્યવસ્થાપન સમિતિએ શાળાના વિકાસનું સુચારુ આયોજન કરવા તથા શાળાની હાલની ભૌતિક તથા શૈક્ષણિક સ્થિતિ તપાસી વર્ષ દરમિયાન તેમાં કેટલો સુધારો કે વધારો કરી શકાય તેની યોજના બનાવવી અનિવાર્ય થઇ પડે છે. આ શાળા વિકાસ યોજના સમગ્ર વર્ષ દરમિયાન શાળા વ્યવસ્થાપન સમિતિ માટે એક રોડ મેપનું કામ કરે છે. શાળા વ્યવસ્થાપન સમિતિ (SMC) ને વર્ષ દરમિયાન શું શું કાર્ય કરવાનું છે અને કેટલા સમયમાં કરવાનું છે તેનું આયોજન પૂરું પડે છે. આમ, શાળા વિકાસ યોજના (SCHOOL DEVELOPEMENT PLAN) શાળા માટે એક દિશા સૂચક સાબિત થાય છે.

શાળા એ માત્ર વિદ્યાર્થીઓને શિક્ષણ આપવા ઉભું કરાયેલ મકાન નથી, તે એક સંસ્થા છે. જેનું કાર્ય માત્ર તેના નિર્ધારિત સમયમાં બાળકોને શિક્ષિત કરવા પુરતું સીમિત નથી. શાળાનું કાર્ય બાળકોના શિક્ષણ સાથે સાથે બાળકોના ચારિત્ર્ય ઘડતર, સ્કીલ ડેવલોપમેન્ટ, નૈતિક ગુણો, સામાજિક જવાબદારી અને રાષ્ટ્રભાવના જગાવવાનું છે. શાળાએ પોતાની આ બધી જવાબદારી સુચારુ રીતે નિભાવવા માટે પોતાના અસ્તિત્વને ટકાવી રાખવું, સમય સાથે અપડેટ થવું તથા પોતાનો વિકાસ કરવો ખુબ જ જરૂરી છે.

કોઈ પણ શાળા સરકાર, કર્મચારી કે સમાજની સહભાગિતા અને પરસ્પર સમન્વયથી સુંદર રીતે ચાલી શકે છે. શાળાનો વિકાસ કરવાની જેટલી જવાબદારી પ્રશાશનની છે તેટલી જ જવાબદારી શાળામાં કામ કરતા આચાર્ય અને શિક્ષકોની છે તથા તેટલી જ જવાબદારી સ્થાનિક સમાજની પણ છે. માટે શાળા સુચારી રીતે ચલાવવા માટે દરેક શાળામાં શાળા વ્યવસ્થાપન સમિતિની રચના કરવામાં આવે છે. આ શાળા વ્યવસ્થાપન સમિતિનું કાર્ય શાળાનું શૈક્ષણિક અને ભૌતિક સ્તર ઉચું લાવી શાળાનો વિકાસ કરવાનું છે.

SDP અંગે મહત્વના મુદ્દા

  • શાળા વિકાસ યોજના દરેક શૈક્ષણિક વર્ષની શરૂઆતમાં તૈયાર થવી જોઈએ.
  • આ યોજના તૈયાર કરતા પહેલા શાળાનું શૈક્ષણિક તથા ભૌતિક સ્તર જાણી લેવું જોઈએ.
  • શાળા વિકાસ યોજનાના દરેક મુદ્દા માટે શાળાની હાલની સ્થિતિ શું છે તે સુનિશ્ચિત કરી લેવું જોઈએ.
  • આ યોજના શાળાના તમામ સ્ટાફ તથા તથા વ્યવસ્થાપન સમિતિએ સાથે બેસીને તૈયાર કરવી જોઈએ.
  • આ યોજના તૈયાર કરતી વખતે અગાઉના વર્ષની યોજનાને દયાને લઇ તેમાં બાકી રહેલ મુદ્દાનો પણ સમાવેશ કરવો જોઈએ.
  • આ યોજના અંગે ચર્ચા તથા મુદ્દા મીનીટસ બુકમાં નોંધવા જોઈએ.
  • આ યોજના તૈયાર થઇ ગયા બાદ સમયાન્તરે યોજાતી SMC બેઠકોમાં આ તેની સમીક્ષા થાય તે જરૂરી છે.
  • આ યોજનામાં નક્કી થયેલ લક્ષ્યાંકો સિદ્ધ કરવા માટે ચોક્કસ સમયગાળો નક્કી કરી લેવો જોઈએ.
  • ચોક્કસ સમયગાળા દરમિયાન નક્કી કરેલ લક્ષ્યાંકો સિદ્ધ થાય તે માટે આગામી આયોજન કરી લેવું જોઈએ.
  • વર્ષના અંતે શાળા વિકાસ યોજનામાં નક્કી કરેલ લક્ષ્યાંકો પૈકી કેટલા સિદ્ધ થયા તેની સમીક્ષા કરી લેવી જોઈએ.

What is School Development Plan (SDP)?


School Development Plan (SDP) is a facility to make primary schools accessible to all and providing them with all the requirements. The objective of the SDP is to maximize the achievement of all students, to maximize the quality of education and education in the school.
