Mukhya mantri (CM) Kisan Sahay Yojana 2020 -Gujarat | Know what is the benefit of this scheme? Gujarat Chief Minister Vijay Bhai Rupani recently announced this scheme "Mukhyamantri Kisan Yojana".  The CM announced the scheme in the presence of Deputy Chief Minister Shri Nitin Bhai Patel, Agriculture Minister RC Faldu.
 At the same time, he said that the lack of rainfall in agriculture this year, especially in the kharif season, could lead to economic losses to farmers.

Government Scheme For Farmers

Then a transparent and simple method for crop loss to the farmers in the event of such a natural calamity which includes all the farmers of the state and with the aim of eliminating all these EVA damaged farmers to easily benefit the farmers against the crop loss due to natural calamity in the kharif season.  The Gujarat State Government has decided to implement a scheme covering the areas of the state.

Mukhyamantri Kisan Sahay Yojana The state government is taking several steps for the welfare of farmers in the kharif season due to natural calamities. Agriculture and farmers have made a valuable contribution to the development of the state. During the growing season and in the kharif season, crops face sudden natural hazards like drought, excess rainfall, cloudburst, non-seasonal rainfall (Mawthu). To protect against these hazards, SDRF is recommended in cases of crop loss of 5% or more. Internal assistance is paid. In addition, under the Pradhan Mantri Fasal Bima Yojana, various farmers received insurance claims subject to the terms of insurance companies. The state government had issued a tender for the Pradhan Mantri Fasal Bima Yojana this year but it has a very high premium from insurance companies. Which is not in the interest of the state as well as the farmers. Hence a transparent and simple method for crop loss to farmers in the event of a natural disaster with the aim of covering all the farmers in the state and not leaving the affected farmer behind. It has been decided to implement the plan.

Scheme resolution:
"Mukhyamantri Kisan Sahay Yojana" to provide state assistance to farmers against crop losses due to natural calamities of drought, drought, and non-seasonal rains (Mawthu) covering all crop areas for kharif season in the year 2020-21. Approval is thus decided.

C) Disaster risks covered in the scheme:
Under this scheme, crop damage due to (1) drought (2) excess rainfall and (3) non-seasonal rainfall (Mawthu) hazards will be considered eligible for assistance in kharif season crops.

1. Drought:
According to the revenue rain gauge of the taluka, the taluka which has received less than 10 inches of rain in the current season or from the onset of monsoon in the state till 31st August, has not received rain for four consecutive weeks (3 days) between two rains. Damaged will be considered a risk of drought. Under normal circumstances, the farmers of the command area will not be able to avail the benefit of drought risk for irrigation by the Irrigation Department and the list will have to be made available by the Irrigation Department to the District Collector / District Development Officer.

2. Heavy rain:
The taluka is considered as a unit in case of heavy rains such as cloudburst, continuous heavy rainfall including 35 inches or more in 48 hours for the districts of South Gujarati region (Bharuch, Narmada, Tapi, Surat, Navsari, Valsad and Dang) and in all other districts of the state in 48 hours. If 25 inches or more of rainfall is recorded as per the rain gauge of the revenue taluka and the standing crop is damaged, it will be considered as a risk of excess rainfall.

3. Non-seasonal rainfall (Mawthu):
From 15th October to 15th November in the rain gauge of revenue taluka 50 mm in 48 consecutive hours. If it rains more than and the crop is damaged in the field, it will be considered as a risk of non-seasonal rains

B) Procedure for declaring villages / talukas / areas under crop loss:
The list of affected villages / talukas / areas affected by crop due to drought, drought and unseasonal rains (Mawthu) as mentioned above will be prepared by the District Collector and approved by the State Government (Revenue Department) within seven days of the incident. Must be sent. Based on the proposal of the Collector, the State Government (Revenue Department) will issue a list of affected areas / villages / talukas for the benefit of this scheme on the day of receipt of the proposal.

G) Crop Damage Survey:
Since the list of affected villages / talukas / areas has been made public by the State Government, the District Development Officer of that district has to form survey teams and survey the affected farms of the affected villages / talukas / areas including Punchna in 15 days. After the completion of the survey, the list of farmers eligible for assistance under this scheme will have to be made public by order signed by the District Development Officer. This list will have to declare two lists namely 33% to 60% loss and more than 60% loss. This should include the name of the beneficiary, 8-A account number, affected survey number, area of ​​affected survey number, area of ​​crop damaged area and crop name etc.

D) Eligibility of farmer beneficiary of this scheme:

(1) An 8-A holder farmer account holder registered in the revenue records throughout the State and a charter holder farmer under the Forest Right Act shall be considered a beneficiary.

(2) For the benefit of this scheme which should have been planted by the farmers in that kharif season.

(3) The benefit of this scheme will be available only in case of loss of 5% or more of standing kharif crop due to risk of drought, drought and unseasonal rains.

(4) A single assistance per 8-A account will be available within a maximum limit of 8 hectares.

(5) In kharif season, only any one risk will be availed under this scheme.

(6) On the day of announcement of the list approved by the District Development Officer, the farmers included in the list will have to go to the e-gram center along with the necessary paperwork for online application.

(7) The beneficiary farmer should have his own bank account.

(8) In case of drought, farmers of canal based command area will not be eligible for this risk.

(9) In addition to this scheme, the farmer beneficiaries will get the benefit as per the provisions of SDRF scheme.

G) Method of applying for assistance and submitting supporting papers:
Beneficiary farmers of the list approved by the District Development Officer on the portal designated for the scheme will have to go to the e-Gram Center. The VLE of e-Gram Center has to apply online on the portal after checking the farmer's instrumental papers and after getting the print out of the application and getting the required signature / thumbprint of the applicant, the application along with instrumental papers has to be obtained by VLE. Will have to give.

The beneficiary farmer has to sign / thumb print the application form made online and attach the following supporting documents with the application.

Required documents:
(1) Copy of 8-A
(2) Copy of 7/12 / Crop planting is not registered in village sample No.-12, in which case crop planting example of Talati cum Minister.
(3) A copy of the first page of the passbook of the farmer beneficiary's own bank account.
(4) Consent form of other account holders in case of joint account holder.
(5) Copy of Aadhaar card
(6) Confession of the farmer.

In which the beneficiary farmer applying has damaged the kharif crop planted in his field in a certain area due to drought (drought) / excess rain / non-seasonal rain (Mawthu) and I have been planting the crop in kharif season for the last three years in my damaged survey number. If it is found that the assistance has been taken wrong, I guarantee to return it to the Government, which means that the beneficiary farmer will have to give a confession along with the application form.

4) Procedure for approving the application:

(1) The Gram Sevak should check the application keeping in view the instrumental documents including the application received online and the print copy of the application received accordingly and recommend to approve / deny the assistance by showing the percentage of crop loss online as well as in print copy.

(2) Based on the recommendation of the Gram Sevak, the Taluka Implementation Officer of the concerned taluka will approve the online application.

(3) Applications approved by the Taluka Implementing Officer will be processed by the District Agriculture Officer to disburse the assistance to the bank account of the farmers through PFMS.

H) Terms and bids of the scheme:
To get the application of farmers online with the help of NIC by the Director of Agriculture along with the land record and CM. A portal connected to the dashboard has to be prepared.

The list of beneficiary farmers approved by the District Development Officer has to be uploaded on this portal by the District Agriculture Officer. The portal should be set up with the help of NIC so that the application can be made only against the 8-A account numbers included in the list of beneficiary farmers approved by the Director of Agriculture by the District Development Officer so that the workload of receiving and disposing of such farmers can be reduced.

A bank has to be appointed by the Director of Agriculture to deposit the amount of grant under Mukhyamantri Kisan Sahay Yojana and transfer it under PFMS.

The Director of Agriculture will have to withdraw money from the provisions of the budget and deposit it in the account of the designated bank for the implementation of this scheme.

Assistance sanctioned by the District Agriculture Officer by the designated bank shall be paid in the bank account of the beneficiaries. The fortnightly reconciliation report by the designated bank will have to be submitted to the Director of Agriculture at the district level of that district. The grievance redressal mechanism for resolving the queries of the beneficiary farmers should be set up by the designated bank and the Director of Agriculture.

At the village level, to help the farmers to apply online at the e-gram center, to get its print out, to prepare the instrumental papers, the VLE of the e-gram center has to pay a remuneration of Rs. 8 / - per successful application through the district panchayat. The cost of this will be borne by the contingency of the scheme.

Toll free number service should be made available for successful management of the scheme and guidance of farmers. For this the Director of Agriculture will be able to take services from outsourced. The cost of this can be borne by the contingency of the scheme.

 Preparation of portal for this scheme, facility / service for various operations at state level - district level, appointment of outsourced CA for audit work, office expenses, publicity, remuneration of VLE, ​​manpower for data analysis and toll free center. The Director of Agriculture will be able to spend up to 1.5% of the total cost incurred for expenses etc.

The budget provision made by the State Government every year shall be credited to the bank account opened for the scheme in the designated bank for the implementation of this scheme and it shall be credited to the same account as the fund every year. In case the amount payable against crop loss in that year is more than the amount deposited in the bank, the State Government will deposit the difference in the bank. The interest on the amount deposited in the bank account will be considered as part of the fund.
