Home learning for such children will have to be ensured in every school in all the districts of the state keeping in view the devices used by the children under home learning. For students who do not have a single type of digital device available, the School Wise-Student Wise Continuing Learning Plan (CLP) under Home Learning should be ensured as per the guidelines attached herewith.

All the principals of the schools under your jurisdiction are requested to give necessary instructions in this regard. In this regard, your district's E.I. A.D.I. TPEO / K.N. / B.R.C. / C.R.C. Guidelines / Interventions for Continuing Learning Plan for Students Without Devices (swoD):

1. Objectives:

Reach out to students without digital learning tools to identify them and ensure continuous learning opportunities during epidemics.

Plan interventions for continuity, bridge learning gaps and enhance the education of children without devices.

Monitor the learning progress of each student and ensure that no child lags behind in learning. .

2. How to identify and encourage a student without a device?

The following is a summary of the state level of students without devices prepared by identifying students without devices based on the school level survey.

In view of the above, the State Government has issued GVS. And D.D. Although comprehensive steps have been taken by Girnar programs to ensure learning continuity for students with access to mobile phones and TVs under Home Learning, our main concerns still remain for students who do not have access to smart phones and televisions for home learning. That is why this document focuses on providing guidelines to help students learn without the use of smartphones and televisions.

The work flow is as follows:

  • Identify students without the use of TVs and smart phones
  • Make a learning plan for each such student
  • Observe the learning progress of each such student

3. Current Initiatives for Continuing Learning of Students Without Devices:

• Textbook:

Textbooks have already been provided by the state for all students. The school must ensure that a complete set of textbooks is available at home to each child in each class

• Telephone contact:

Every day every teacher should contact the students and parents by telephone (wherever the students / parents have phone) and provide necessary guidance and educational support. .

• Unit Test (PAT)

The school should ensure that all students have reached the answer booklet for the unit test (PAT). Teachers should pay special attention to ensure that students without devices have received the paper for the Unit Test (PAT) on time and passed the examination. The headmaster / principal should ensure that the teachers have provided feedback and guidance to all the students based on the performance of the unit test (PAT) and have updated the education plan for each of these students.

• Learn at Home Worksheets:

G.C.E.R.T. Practice worksheets are given to students of Std. 1 to 8 in Hardcopy. Schools should ensure that these worksheets reach every student on time and provide them with the necessary guidance and assistance. The district / B.R.C. Should be followed up and monitored for distribution.

4. Additional Interventions for Students Without Devices (swoD)

 Every school should constantly update the monitoring for the availability and use of devices for online / digital learning of each student. The school should have a continuous learning plan for each child. It is the responsibility of the concerned school to ensure that no student enrolled in the school is deprived of education regardless of the use or non-use of the equipment. Teachers need to create separate learning plans for each child without the use of digital learning devices.

Device mapping and SMC to facilitate tracking and learning for students without devices. / SMDC Based on consultation with members, the school may plan the following;

1. Mohalla (Faliya) Education:

• Teachers can liaise with parents / guardians, older siblings or volunteers and provide guidance to help children learn.

• The school can follow the government guidelines to visit nearby villages / residences and enlist the help of Balmitra in organizing classes for students without devices.

• Schools can enlist the help of NYKs / NCC / NSS volunteers living in the respective villages / residences to assist students in learning.

2. Pairing students who do not have devices and have devices

The school may identify children with TVs, mobiles and other gadgets and try to pair them with children who do not have devices.. . 

3. Mobile Bank.

• The school may consult with SMC / SMDC to create a mobile bank in which community members can donate their old smart phones. These phones can then be made to students without devices.

4. Each One • Teach One:

• Headmaster / Principal SMC / SMDC And explore the possibility of a community education program in consultation with the gram panchayat. Programs such as E-One Teach-One provide educational assistance to students without devices i.e. one person teaches another person.

5. Tablet / mobile based offline learning:

Diksha and Gujarat E-Class content can be preloaded in tablets in schools and can be updated daily / weekly.

Balmitra and ARVE field staff should schedule a home visit with the advice of the school concerned and show the students e-class materials during the visit.

6. Citizen Service Centers (CSCs) and Gram Panchayat Offices:

SMC Village Sarpanch and local community leaders and C.S.C. Coordinated with, may be included to help children participate in online classes at Panchayat Bhavan, CSC, or other safe public places by following government guidelines on social distance and health.

7. Mobile Learning Van: 

In case of remote villages, accommodation or areas without internet or TV coverage, schools can send a proposal through the district office for support through mobile learning van. .
