    શૈક્ષણિક વર્ષનાં ૧ જુનનાં રોજ જે બાળકની ઉંમરનું ૬ ઠું વર્ષ પુરુ થયુ ન હોય તેવા બાળકને માન્ય રીતે પ્રારંભિક શાળામાં પ્રવેશ આપવામાં આવશે નહી . 
    શૈક્ષણિક વર્ષ ૨૦૨૦-૨૧ , ૨૦૨૧-૨૨ અને ૨૦૨૨-૨૩ દરમિયાન , કોઈ બાળકે તે શૈક્ષણિક વર્ષના 1 લી જૂને 5 વર્ષની વય પૂર્ણ કરેલા હોય તો તે જે તે વર્ષમાં પ્રવેશ મેળવવા પાત્ર રહેશે . 

ઉક્ત સુધારા બાબતનું શિક્ષણ વિભાગનું નોટિફિકેશન સંદર્ભ -૨ દર્શિત પત્રથી મોકલી આપવામાં આવેલ .. જે મુજબની જાણ આપની કક્ષાએથી આપના તાબા હેઠળની તમામ પ્રાથમિક શાળાઓમાં કરવા જણાવવામાં આવેલ છે . પરંતુ , ઘણા વાલીઓ દ્વારા સદર બાબતે અત્રેની કચેરી ખાતે રજૂઆત કરેલ હોઈ સદર બાબતનો પ્રચાર - પ્રસાર જિલ્લા કક્ષાએ યોગ્ય રીતે થયેલ હોઇ તેમ જણાઈ આવતુ નથી . આથી , પુનઃ જણાવવામાં આવે છે કે ઉક્ત મુજબના સુધારાની જાણ આપના તાબા હેઠળની તમામ પ્રાથમિક શાળાઓમાં સત્વરે કરવાની રહેશે . તેમજ વાલીઓને પણ સલાહ આપવાની રહેશે કે , જો કોઈ વાલી પોતાના પાલ્યને પૂર્વ પ્રાથમિક શિક્ષણ અપાવવા માંગતા હોય તો , શિક્ષણ વિભાગના સદર જાહેરનામાને ધ્યાને લઈ શાળાઓ દ્વારા જે તે બાળકને પૂર્વ પ્રાથમિક ( Playgroup , Nursery , Jr.KG , Sr.KG ) માં એવી રીતે પ્રવેશ આપવામાં આવે કે જ્યારે તે બાળક પૂર્વ પ્રાથમિક શિક્ષણ પુર્ણ કરે અને ધોરણ -૧ માં પ્રવેશ મેળવવાની કાર્યવાહી કરે ત્યારે શૈક્ષણિક વર્ષ ૨૦૨૩-૨૪માં ૧ જૂનનાં રોજ ૬ વર્ષની ઉંમર પૂર્ણ થયેલ હોય . જો કોઈ શાળાઓ દ્વારા સદર જાહેરનામાને ધ્યાને લીધા સિવાય પ્રવેશ આપશે અને શૈક્ષણિક વર્ષ ૨૦૨૩-૨૪માં જે તે વિદ્યાર્થી પૂર્વ પ્રાથમિક શિક્ષણ પૂર્ણ કરી ધોરણ -૧ માં પ્રવેશ મેળવવા કાર્યવાહી કરે ત્યારે તે બાળકની વય ૧ જૂનનાં રોજ ૬ વર્ષથી ઓછી હશે તો પ્રવેશ મળી શકશે નહી . અને જે તે વિદ્યાર્થીને પુનઃ ૧ વર્ષ પૂર્વ પ્રાથમિક શિક્ષણનો અભ્યાસ કરવો પડશે . આથી , વાલી અને શાળા તેમજ કચેરી સાથે સંઘર્ષનું વાતાવરણ ઉભુ થશે . 
ટૂંકમાં , શૈક્ષણિક ૨૦૨૩-૨૪ થી ૧ જુનનાં રોજ જે બાળકની ઉંમરનું ૬ ઠું વર્ષ પુરુ થયુ ન હોય તેવા બાળકને સામાન્ય રીતે પ્રારંભિક શાળામાં ધોરણ -૧ માં પ્રવેશ આપવામાં આવશે નહી . આથી , સદર જાહેરનામાથી આપના તાબા હેઠળની તમામ પ્રાથમિક શાળઓ માહિતગાર થાય તે મુજબની કાર્યવાહી કરવા અગાઉ પણ આપને સૂચના આપવામાં આવેલ હતી , તેમ છતાં પુનઃ ઉપર મુજબની કાર્યવાહી કરવા સૂચના આપવામાં આવે છે .

Right of Children to Free and Compulsory Education Act, 2009. 
No: GH/SH/04/PRE/122019/Single File-21/K:- In exercise of the powers conferred by sub-section (1) of section 38 of the Right of Children to Free and Compulsory Education Act, 2009 (35 of 2009), the Government of Gujarat hereby makes the following rules further to amend the Right of Children to Free and Compulsory Education Rules, 2012, namely; 

(1) These rules may be called the Right of Children to Free and Compulsory Education (Amendment) Rules, 2020. 

(2) They shall come into force on the date of their publication in the Official Gazette. In the Right of Children to Free and Compulsory Education Rules, 2012, in rule 3, for sub- rule(i), the following sub-rule shall be substituted, namely:- "
(1) Admission of pupils : No Elementary School shall admit a child in 1" standard who has not completed 6 year of age on the 1" June of the academic year: 

Provided that for the academic years 2020-2021, 2021-2022 and 2022-2023 a child shall be eligible for admission who has completed 5th year of age on the 1st June of the respective academic year."

શૈક્ષણિક વર્ષ ૨૦૨૨-૨૩થી શાળાઓમાં ધોરણ ૧ થી અંગ્રેજી વિષયનું શિક્ષણ શરૂ કરવા તેમજ ધોરણ - ૬ થી ક્રમશ : ગણિત – વિજ્ઞાનના દ્વિભાષી પાઠ્યપુસ્તકોનું અમલીકરણ કરવા બાબત

To start teaching English subject from Std. 1 in schools and also to implement bilingual textbooks of Mathematics and Science from Std. 6 - Gujarat

દ્વિભાષી પાઠ્ય પુસ્તક અમલીકરણ કરવા બાબત


પ્રસ્તાવના : 
સમગ્ર રાષ્ટ્રમાં રાષ્ટ્રીય શિક્ષણ નીતિ ( NEP ) ૨૦૨૦ નો અમલ શરૂ કરવામાં આવ્યો છે . ગુજરાત રાજ્યમાં પણ સદર નીતિના અમલીકરણ સંદર્ભે શિક્ષણ પ્રણાલીમાં જરૂરી સુધારા કરવા માટેની શરૂઆત કરવામાં આવી છે . આ અનુસંધાને , રાષ્ટ્રીય શિક્ષણ નીતિમાં જણાવ્યામુજબ શિક્ષણ પ્રણાલીમાં શીખવા - શીખવવાની પ્રક્રિયામાં માતૃભાષાની સાથે સાથે બહુભાષિતાને પ્રોત્સાહન આપવાનું સૂચવાયેલ છે . 

રાષ્ટ્રીય શિક્ષણ નીતિ -૨૦૨૦ ના મુદ્દા નંબર ૪.૧૨ અનુસાર " સંશોધન સ્પષ્ટપણે દર્શાવે છે કે બાળકો ૨ થી ૮ વર્ષની ઉંમર વચ્ચે અત્યંત ઝડપથી ભાષાઓ શીખી લે છે અને બહુભાષિતાથી આ ઉંમરના વિદ્યાર્થીઓને ઘણા બધા જ્ઞાનાત્મક લાભો થાય છે . પ્રારંભિક તબક્કાથી જ તમામ ભાષાઓને આનંદદાયક રીતે આંતરક્રિયાત્મક શૈલીમાં તથા 1 પારસ્પરિક વાતચીત દ્વારા ભણાવવામાં આવે . ધોરણ - ૩ અને પછીના ધોરણોમાં અન્ય ભાષામાં વાંચવા અને લખવા માટેનાં કૌશલ્યો વિકસિત કરવામાં આવે . વિવિધ ભાષાઓને શીખવવા માટે તથા ભાષાશિક્ષણને લોકપ્રિય બનાવવા માટે ટેક્નોલોજીનો વ્યાપક ઉપયોગ કરવામાં આવે . " 

આ ઉપરાંત , સદર દસ્તાવેજમાં મુદ્દા ૪,૧૪ માં દર્શાવવામાં આવ્યુ છે કે “ વિજ્ઞાન અને ગણિત માટે ઉચ્ચ ગુણવત્તાયુક્ત દ્વિભાષી પાઠ્યપુસ્તકો અને અધ્યયન - અધ્યાપન સામગ્રી તૈયાર કરવા માટે તમામ પ્રયાસો કરવામાં આવશે , જેથી વિદ્યાર્થીઓ બંને વિષયો વિશે વિચારવા અને બોલવા માટે તેમની માતૃભાષા અને અંગ્રેજી બંનેમાં સક્ષમ બની શકે . " 

સાંપ્રત સમયમાં અંગ્રેજી વિષયની ઉપયોગિતા વધી રહી છે ત્યારે સમાજ અને વાલીઓ પણ ઈચ્છે છે કે બાળકો અંગ્રેજી વિષયમાં પારંગત બને . પરિણામે , અંગ્રેજી માધ્યમની શાળાઓમાં નામાંકન પણ વધ્યું છે . અંગ્રેજી વિષય સારી રીતે શીખવા માટે અંગ્રેજી માધ્યમની નહિ , કોઈપણ માધ્યમમાં સારા અંગ્રેજી શિક્ષણની જરૂરિયાત હોય છે . યોગ્ય રીતે અધ્યયન અનુભવો પૂરા પાડવામાં આવે તો ગુજરાતી માધ્યમમાં પણ ઉત્તમ અંગ્રેજી શિક્ષણ મેળવી શકાય છે.

ઠરાવ : ઉપરોક્ત બાબતે થયેલ પુખ્ત વિચારણાના અંતે , રાજ્યની અંગ્રેજી માધ્યમ સિવાયનાં માધ્યમની શાળાઓમાં શૈક્ષણિક વર્ષ ૨૦૨૨-૨૩ થી ધોરણ - ૧ થી અંગ્રેજી વિષયનું શિક્ષણ શરૂ કરવા તથા ધોરણ - ૬ થી ક્રમશ : દ્વિભાષી પાઠ્યપુસ્તકોનો અમલ કરવા બાબતે નીચે મુજબ ઠરાવવામાં આવે છે : 

૧. ધોરણ - ૧ અને ૨ માં શ્રવણ અને કથન કૌશલ્યને લગતી વિવિધ પ્રવૃત્તિઓ ઉપર આધારિત પરિચયાત્મક અંગ્રેજી વિષય દાખલ કરવામાં આવશે.

૨. ધોરણ - ૩ થી ૫ અંગ્રેજી ( દ્વિતીય ભાષા ) માં શ્રવણ - કથન - વાચન અને લેખન કૌશલ્ય વિકસે તે રીતે શિક્ષણ આપવામાં આવશે.

૩. ધોરણ - ૩ થી ૫ માં ગણિત અને પર્યાવરણ વિષયના પાઠ્યપુસ્તકોમાં મહત્વના શબ્દો માટેની અંગ્રેજી પરિભાષા ( Terminology ) નો સમાવેશ કરવામાં આવશે.

૪. ધોરણ - ૬ થી ૮ માં ગણિત અને વિજ્ઞાન વિષયનાં દ્વિભાષી પાઠ્યપુસ્તકોનો અમલ કરવામાં આવશે . ગણિત અને વિજ્ઞાન સિવાયના તમામ વિષયોનાં પાઠ્યપુસ્તકો જે તે માધ્યમની ભાષાઓમાં યથાવત રહેશે.

૫. શૈક્ષણિક વર્ષ ૨૦૨૨-૨૩ માં ધોરણ ૬ , વર્ષ ૨૦૨૩-૨૪ માં ધોરણ ૭ તેમજ વર્ષ ૨૦૨૪-૨૫ માં ધોરણ ૮ માં ગણિત અને વિજ્ઞાન વિષયનાં દ્વિભાષી પાઠ્યપુસ્તકો અમલી બનશે.

૬. શૈક્ષણિક વર્ષ ૨૦૨૫-૨૬ થી ધોરણ ૯ થી ૧૨ માં ગણિત - વિજ્ઞાનનાં પાઠ્યપુસ્તકો ગુજરાતી અને અંગ્રેજી એમ બંને ભાષામાં ઉપલબ્ધ કરવામાં આવશે . વિદ્યાર્થીઓને ગણિત અને વિજ્ઞાન વિષય માટે બંને પૈકી કોઈ એક માધ્યમ પસંદ કરવાનો વિકલ્પ આપવામાં આવશે.

૭. સ્કૂલ્સ ઓફ એક્સલન્સ ( SoE ) અંતર્ગત પસંદ થનાર ૧૫,૦૦૦ સરકારી પ્રાથમિક શાળાઓમાં દ્વિભાષી પાઠ્યપુસ્તકો અને દ્વિભાષી અધ્યયન- અધ્યાપન સામગ્રીનો ફરજીયાત અમલ કરવામાં આવશે . જ્યારે , અન્ય સરકારી અને અનુદાનિત પ્રાથમિક શાળાઓમાં સ્થાનિક પરિસ્થિતિને ધ્યાને લઇ સ્વૈચ્છિક ધોરણે અમલ કરવામાં આવશે.

૮. અંગ્રેજી માધ્યમ સિવાયની સ્વનિર્ભર શાળાઓ સ્વૈચ્છિક ધોરણે દ્વિભાષી પાઠ્યપુસ્તકો અને દ્વિભાષી અધ્યયન - અધ્યાપન સામગ્રીનો ઉપયોગ કરી શકશે . જેની નોંધણી જિલ્લા કક્ષાએ સંબંધિત જિલ્લા શિક્ષણાધિકારી અથવા જિલ્લા પ્રાથમિક શિક્ષણાધિકારી કચેરીમાં થશે.

૯. સ્કૂલ્સ ઓફ એક્સલન્સમાં પસંદ થયેલ તમામ સરકારી પ્રાથમિક શાળાઓ , તેમજ સ્વૈચ્છિક રીતે જોડાયેલ સરકારી , અનુદાનિત અને સ્વનિર્ભર શાળાઓમાં ધોરણ - ૬ માં દાખલ થનારા વિદ્યાર્થીઓ દ્વિભાષી પાઠ્યપુસ્તકોનો અસરકારક ઉપયોગ કરી શકે તે માટે અંગ્રેજી ભાષા સજ્જતા અને ગણિત - વિજ્ઞાનના અંગ્રેજી પારિભાષિક શબ્દો ( Terminology ) ની સમજૂતી આપતો એક માસનો બ્રીજ કોર્સ ૨૦૨૨-૨૩ના શૈક્ષણિક વર્ષની શરૂઆતમાં જે તે શાળા કક્ષાએ યોજવાનો રહેશે.

૧૦. ધોરણ ૧-૨ ના પરિચયાત્મક અંગ્રેજી શિક્ષણ તેમજ ધોરણ ૩ થી ૫ નાં અંગ્રેજી વિષયનાં નવાં પાઠ્યપુસ્તકો તથા ધોરણ ૬ થી ૧૨ નાં ગણિત- વિજ્ઞાનનાં દ્વિભાષી પાઠ્યપુસ્તકો અન્વયે તમામ સરકારી અને અનુદાનિત શાળાઓનાં શિક્ષકો માટે ગુજરાત શૈક્ષણિક સંશોધન અને તાલીમ પરિષદ ( GCERT ) દ્વારા શિક્ષક - તાલીમ યોજવામાં આવશે , સ્વનિર્ભર શાળાઓના શિક્ષકો માટે જરૂરિયાત મુજબ તાલીમ ઉપલબ્ધ કરાવવામાં આવશે.

૧૧. ધોરણ ૬ માં દાખલ થનાર બાળકો માટેના બ્રીજ કોર્સની સામગ્રી GCERT દ્વારા તૈયાર કરવામાં આવશે તેમજ સમગ્ર શિક્ષા ( SSA ) દ્વારા શાળાઓ સુધી પહોંચાડવામાં આવશે.

૧૨. ઉપરોક્ત બાબતોનો સમયસર અમલ થાય એ રીતે ધોરણ ૧-૨ પરિચયાત્મક અંગ્રેજીની શિક્ષક આવૃત્તિઓ , ધોરણ ૩ થી ૫ નાં અંગ્રેજી પાઠ્યપુસ્તકો તથા ધોરણ ૬ થી ૮ નાં દ્વિભાષી પાઠ્યપુસ્તકો ગુજરાત રાજ્ય શાળા પાઠ્યપુસ્તક મંડળ દ્વારા તૈયાર કરવામાં આવશે.

The scheme provides additional tools to the economically backward class to generate adequate income and selfemployment, This scheme has been started from 11.09.1995 instead of the previous self employment scheme to improve the economic status of persons / artisans living below the poverty line. 

Who Can Apply Manav Kalyan  Yojana  2022-23? 


This  includes  people  from  the  weaker sections  of  the  society  who  have  a  small annual  trade  /  business  in  28  trades  like hawker,  vegetable  seller,  carpenter  etc. whose  annual  family  income  is  up  to Rs.1,20,000/-  for  rural  area  and  up  to Rs.1,50,000/-  for  urban  area.  To  help  such people  to  increase  their  financial  income, the necessary tools / equipment assistance  for  the  business  is  given  within the  limits  as  per  the  list  of  toolkits  included with the resolutions dated 11.09.18.


Manav Kalyan Yojana Eligibility


Age Limit :  16 years to 60 years
 
Income Limit  : It is mandatory for the beneficiaries of rural areas to be included in the poverty line list of the district rural development department. This beneficiary does not have to submit income proof. OR 

The  annual  income  of  the  applicant's family  should  be  up  to  Rs.1,20,000  /  -  for rural  area  and  up  to  Rs.1,50,000  /  -  for urban  area.  In  this  regard,  Taluka Mamlatdar  or  Nagarpalika  Chief  Officer  or the  authorized  officer  of  the  Municipal Corporation  in  the  metropolitan  areas  will have to submit the income proof.

All the applicants must fulfill the basic eligibility criterion to become eligible for bank loans under PM Mudra Yojana 2021-22. The business should be either one of the following:-

  • Small manufacturing enterprise
  • Shopkeepers
  • Fruit and Vegetable vendors
  • Artisans
  • ‘Activities allied to agriculture’, e.g. pisciculture, bee keeping, poultry, livestock, rearing, grading, sorting, aggregation agro industries, diary, fishery, agriclinics and agribusiness centres, food & agro-processing, etc.(excluding crop loans, land improvement such as canal, irrigation and wells).


List of Documents Required for Pradhan Mantri Mudra Yojana (PMMY)

  • Self-certified copy of identity proof such as Voter ID card / PAN Card / Aadhar Card / Passport / Driving License.
  • Residence proof which may contain recent telephone or electricity bill, property tax receipt (not older than 2 months). Voter’s ID card, Aadhar Card & Passport of the borrower can also act as proof of residence.
  • Proof of SC/ST/OBC/Minority.
  • Copies of relevant licenses/registration certificates/other documents pertaining to the ownership, identity and address of business unit.
  • The applicant should not be a defaulter in any Bank/Financial institution.
  • Statement of accounts (for the last six months), from the existing banker, if any.
  • Balance sheets of the units along with income tax/sales tax return etc of the last 2 years. (Applicable for all cases from Rs. 2 Lacs and above).
  • Projected balance sheets for one year in case of working capital limits and for the period of the loan in case of term loan (Applicable for all cases from Rs. 2 Lacs and above).
  • Project report (for the proposed project) containing details of technical & economic viability.
  • Sales achieved during the current financial year up to the date of submission of application.
  • Memorandum and articles of association of the company/Partnership Deed of Partners etc.
  • Asset & Liability statement from the borrower including Directors & Partners may be sought to know the net-worth in the absence of third party guarantee.
  • 2 copies of Photographs of each Proprietor/ Partners/ Directors.

Micro Units Development and Refinance Agency Ltd. (MUDRA) is a financial institution set up by Government of India for development and refinancing micro units enterprises. The main objective of Mudra is to provide funding to the unfunded non-corporate, non-farm small business sector through various financial institutions like Public Sector Banks, Regional Rural Banks, Private Banks, Co-operative Banks, Foreign Banks, NBFCs, and MFIs. Mudra is a refinancing institution. Mudra does not lend directly to the micro enterpreneurs/individuals. Mudra provides refinance support to banks and microfinance institutions for lending to micro and small enterprises whose credit needs are below 10 lakh. Mudra provides refinance to micro-business under the scheme of Pradhan Mantri MUDRA Yojana (PMMY). Pradhan Mantri MUDRA Yojana (PMMY) is launched by the Hon’ble Prime Minister on April 8, 2015. Mudra loan can be availed from a nearby branch of a bank, NBFC, MFIs etc


Key Features of MUDRA Loan under Pradhan Mantri MUDRA Yojana (PMMY)

Following are the key features of Mudra loan under Pradhan Mantri MUDRA Yojana (PMMY)

1. Pradhan Mantri MUDRA Yojana (PMMY) scheme offers three types of loans based on the need and growth of the micro-enterprise.

2. There is no minimum loan amount.

3. The maximum loan amount that can be availed is Rs. 10 lakhs.

4. No collateral security required for availing Mudra loan.

5. The interest rates are as per the RBI guidelines issued in this regard from time to time.

6. There is no subsidy for Mudra loan. If the loan proposal is linked to a Government scheme where subsidy is given, then it will be eligible under PMMY too.

7. There are no processing fees for Mudra loan.


Categorization of MUDRA Loan under Pradhan Mantri Mudra Yojana (PMMY)

Under the aegis of Pradhan Mantri Mudra Yojana (PMMY), MUDRA has created three schemes. Mudra loan schemes are categorized as per the stage of growth and funding needs of the beneficiary micro unit. The loan schemes are: 

1. Shishu: Loans upto 50,000/-

2. Kishor: Loans above 50,000/- and upto 5 lakh

3. Tarun: Loans above 5 lakh and upto 10 lakh

More focus is given to Shishu category units and then Kishor and Tarun categories so that more funds go to Shishu category units.


Eligibility for MUDRA Loan under Pradhan Mantri Mudra Yojana (PMMY)

Eligibility criteria for availing MUDRA Loan under Pradhan Mantri Mudra Yojana (PMMY) is given below

1. Any individual including women, proprietary concern, partnership firm, private limited company or any other entity with a business plan for a non farm income generating activity.

2. Non-farm enterprises under “Micro Enterprises” and “Small Enterprises” segment.

3. Non-farm businesses such as manufacturing, processing, trading or service sector.

4. Whose credit need is upto 10 lakh.

5. The usual terms and conditions of the lending agency may have to be followed.

Mudra loan under Pradhan Mantri Mudra Yojana (PMMY) is given for various purposes which provide income generation and employment creation. For example

1. Business loan for traders, vendors, shopkeepers and other service activities.

2. Loan for working capital through MUDRA cards.

Activities covered under Pradhan Mantri MUDRA Yojana (PMMY)

3. Food Products Sector

Papad, achaar, jam, biscuit, bread, ice cream making units, sweet shops, canteen services, cold chain vehicles, agricultural produce preservation at rural level etc.

4. Textile Products Sector / Activity

Apparel design, knitting, computerized embroidery, handloom, khadi activity, chikan, zari & zardozi work, handwork, dyeing and printing, cotton ginning, stitching of bags, vehicle accessories, furnishing accessories, etc.

5. Business loans for Traders and Shopkeepers

Loan for running shops, trading business activities and services.

6. Equipment Finance Scheme for Micro Units

Loan for purchasing machinery and equipment for setting up micro-enterprises.

7. Activities allied to agriculture

Loan for activities such as pisciculture, beekeeping, poultry, rearing, diary, fishery, agriclinics, food processing, etc.

Mudra loan under Pradhan Mantri Mudra Yojana (PMMY) can be availed of from a local bank in your area, NBFC, MFIs etc. You can also file an online application for Mudra loan on Mudramitra portal (www.mudramitra.in). 4. Tow recent passport size photos

5. Quotation of machinery or other assets to be purchased

MUDRA Card

Mudra card is an innovative product against the Mudra loan account which provides working capital facility in a flexible manner. Mudra card is a debit card for working capital portion of the Mudra loan.

MUDRA Loan | Pradhan Mantri MUDRA Yojana (PMMY)

Mudra card can be used in multiple withdrawals to manage the working capital limit properly. Mudra card can be used to withdraw cash from any ATM and also for payment through “Point of Sale” machines. Banks can customize Mudra card by incorporating their logo and name.
