As per the instructions of the Ministry of Education, information has to be obtained under UDISE in the current year 2020 21.  All levels of District Educational Information Sheet (UDISE + Data Capture Format) for the current year 2020-21 should be done through UDISE + online application (http://udiseplus.gov.in).  

In this regard, to inform you that in the current year 2020-21, you are asked to get the information of all the schools in your district having Std-1 to Std-12 such as primary, upper primary, secondary and higher secondary schools under UDISE +.  These schools are instructed to get the mandatory information in the UDISE form of any school such as Government, Ashram School, Private Granted, Private Non-Granted, Central Government, Model School, Jawahar Navodaya or any other management. 

 U-DISE in the annual budget prepared for primary, upper primary, secondary and higher secondary level educational planning at district level as well as state level as per the entire education plan and in education policy planning as well as policy planning related to education  Is used as the basis for information.

In addition to the process of giving free admission in Std-1 to non-subsidized private primary schools to children belonging to weaker and disadvantaged groups under Section-12.1 (c) of RTE Act 2009, in the form of students filling online at school level as per NMMS- National Meani Cum Merit scholarship scheme Exam  The school's U-DISE code is mandatory and only UDISE's year-wise teacher record is considered as the basis for teachers' experience in the recruitment process.

 Pursuant to the terms and conditions of Rule-13 (2) of the Right to Education (RTE) Act 2006 and Rule-13 (1) () (h) of the Gujarat Right to Educational Rules 2018 and the accompanying Appendix-II  It is mandatory for every school to provide this information.  In this regard, all the above schools must be registered under DISE +.  In the year 2020-21, all schools are asked to plan in a way that provides UDISE information.  If a school refuses to provide this information, the BRC of the area  Co.O.  And C.R.C.  Co.O.  The primary responsibility for obtaining UDISE information from the school lies with the CRC.  Co.O.  And B.R.C.  Of CO.  

However, if the school does not provide the information, the accredited officer is asked to take disciplinary action till the accreditation of such school is canceled immediately.  For example, the District Primary Education Officer and Govt. Officer for Primary / Higher Primary School as well as the District Education Officer for Secondary / Higher Secondary School are asked to take disciplinary action till the de-recognition of such school is immediately revoked.  The district level will have to take necessary action keeping in view the following matters regarding the operation of UDISE +.  (1). 

 District MIS  The coordinator has to login with the username and password of the district in the UDISE + online application and check the details of his block wise schools.  (Ii).  District MIS  COA has made a list of schools functioning in the academic year 2020-21. To verify the details of schools as per the list in UDISE + online application, such as school management, school category as well as school status (Operational, Close, Merge and Sanctioned but Not Operational) etc.  

Only after that will you have to print UDISE + DCF as well as enter the filled DCF form.  (2).  Print out of Pre-Filled DISE + DCF online application of all Government, Ashram School, Model School, Model Day School, RMSA School and Granted (Granted) Schools from the district level as per the academic year 2020-21 of the district has to be printed and delivered to the taluka level.  

While private school (non-subsidized), Kendriya Vidyalaya, Jawahar Navodaya Vidyalaya, Railway School, Sainik School as well as other Central Government run schools have to make entry in UDISE + online application from school level.

(2).  Block MIS  Logo in UDISE + school Management Module with Username and Password of your block and go to User Management for private school (non-subsidized), Kendriya Vidyalaya, Jawahar Navodaya Vidyalaya, Railway School, Sainik School and other Central Government run schools in your block.  You have to create a LOGIN ID.  (2).  C.R.C.

The Coordinator has to send the DISE + DCF Form to all the Government, Ashram School, Model School, Model Day School, RMSA School and Granted (Granted) School under his jurisdiction as well as get the filled UDISE + DCF Form accurately from the school level.  Must be sent to

(2).  Details of DISE + Form filled in by DISE + Online Application from School Level by Block MIS Data Entry Operator at Block Level Private School (Non-Subsidized), Kendriya Vidyalaya, Jawahar Navodaya Vidyalaya, Railway School, Sainik School and other Central Government run schools.  Must be verified and verified.  If a school does not make an online entry, it will have to get a hard copy of the school's DISE + Form and make an entry.  (2).  C.R.C.  The coordinator will have to check the filled UDISE + DCF form of 100% of the schools.

(10).  B.R.C.  The coordinator will have to check the filled UDISE + DCF form of 15% of the schools. 

 (11).  District level as well as block level will have to download the certificate from the UDISE + online application, sign the coins and upload it online.  (12).  In order to get the UDISE + forms of all the schools of secondary and higher secondary level in time, the District Education Officer, AEI and EI will have to plan the way to join this work together.  

(12). All meetings and training programs on UDISE should be organized by the District Education Officer and the District Primary Education Officer together and both the officers should review the work done in this regard from time to time.  (12).  District MIS  Co.O.  And block MIS.  Co.O.  

The details of daily operations regarding UDISE + should be given to the state office.  (12).  For the operation of UDISE + for the year 2020-21, the district level will have to print the DCF form through the UDISE + online application and also take care that the cost does not exceed the approved rate contract of the district panchayat

(12).  The cost of all operations related to UDISE + such as print, training etc. will have to be borrowed under the Head of Management in the current year's budget.  All the staff of the entire education should complete the work within the time limit as per the SCHEDULE and also take appropriate disciplinary action against those who show negligence in fulfilling their responsibilities at that level.

રક્ષાબંધન 30 ઓગસ્ટના રોજ જાહેર રજા છે, પરંતુ તેની ઉજવણી ક્યારે કરવી તે અંગે મૂંઝવણ છે. 31 ઓગસ્ટે જ શક્તિપીઠ અંબાજીમાં પૂનમ ભરાશે. આ ઉપરાંત દેવભૂમિ દ્વારકાના સુપ્રસિદ્ધ દ્વારકાધીશ મંદિરમાં 30 ઓગસ્ટના રોજ બપોરે 12 વાગ્યા પછી કાળા ઠાકોરની પ્રતિષ્ઠા કરવામાં આવશે જ્યારે 31 ઓગસ્ટે પૂનમ છે.તેમજ ડાકોરના રણછોડરાયજી મંદિરમાં પણ 31 ઓગસ્ટે જ શ્રાવણી પૂર્ણિમાની ઉજવણી કરવામાં આવશે.

રક્ષાબંધન એ ભાઈ-બહેનના પ્રેમનો તહેવાર છે. પરંતુ બહેને ભાઈને ક્યારે રાખડી બાંધવી તે અંગે જ્યોતિષીઓમાં મતભેદ છે. કેટલાક જ્યોતિષીઓનું એવું પણ માનવું છે કે આ વખતે રક્ષાબંધન 30-31 ઓગસ્ટના બે દિવસ સુધી ઉજવવામાં આવી શકે છે. જોકે, રક્ષાબંધન બે દિવસ ઉજવવાનો ઈન્કાર કરતા જ્યોતિષી ચેતન પટેલે જણાવ્યું હતું કે, ગુજરાતમાં આ વર્ષે બે દિવસને બદલે એક દિવસ રક્ષાબંધન ઉજવવામાં આવશે. આ વર્ષે શ્રાવણ માસની પૂર્ણિમાની તિથિ 30 ઓગસ્ટના રોજ સવારે 10:58 વાગ્યાથી 31 ઓગસ્ટના રોજ સવારે 7:58 વાગ્યા સુધી રહેશે.

આમ, રક્ષાબંધનનો શુભ સમય 30મી ઓગસ્ટના રોજ સવારે 10:58થી 31મી ઓગસ્ટના રોજ સવારે 7:58 સુધી માનવામાં આવી રહ્યો છે. પરંતુ ભદ્રા વિષ્ટિ કરણ દોષ 30 ઓગસ્ટના રોજ સવારે 10:58 વાગ્યે શરૂ થશે અને તે જ દિવસે રાત્રે 9:01 વાગ્યે સમાપ્ત થશે. એટલે કે, એવું કહેવામાં આવ્યું છે કે બહેનો રાત્રે 9:01 થી બીજા દિવસે સવારે 7:05 સુધી રાખડી બાંધી શકે છે પરંતુ તે પણ અધૂરી અને ભૂલોથી ભરેલી છે.

આદર્શરીતે રક્ષાબંધન 31મી ઓગસ્ટ ગુરુવારે આખો દિવસ કરી શકાય છે અને દિવસ સ્પષ્ટ અને શુદ્ધ રહેવાનું મુખ્ય કારણ એ છે કે પૂર્ણિમા તિથિ સૂર્યોદય સમયે સવારે 6:22 વાગ્યે છે, આખો દિવસ રાખડી બાંધી શકાય છે. ગુજરાતના પ્રસિદ્ધ મંદિરો અંબાજી, ખેડબ્રહ્મા ડાકોરમાં પણ શ્રાવણની પૂર્ણિમાની રક્ષાબંધન 31 ઓગસ્ટે ઉજવવામાં આવશે. જેના કારણે 31 ઓગસ્ટ ગુરૂવારે બહેન પોતાના ભાઈને આખો દિવસ કોઈ શંકા વિના રાખડી બાંધી શકશે. જો રક્ષાબંધન પૂનમ તિથિના દિવસે કરવાનું હોય તો આ દિવસે કરી શકાય છે અને આ આખા દિવસે ભદ્રા વિષ્ટિ કરણનો કોઈ અશુભ દોષ નથી. ,

બીજી તરફ જ્યોતિષી ડો. હેમિલ લાઠીયાએ જણાવ્યું કે, 'આ વખતે શ્રાવણ સુદ 15 બુધવાર, 30 ઓગસ્ટના રોજ સવારે 10:59 વાગ્યાથી શરૂ થઈને 31 ઓગસ્ટ, ગુરુવારના રોજ સવારે 7:06 વાગ્યા સુધી રહેશે. તેમજ બુધવારે વિષ્ટી રાત્રે 9:02 વાગ્યા સુધી હોય છે, મુહૂર્તમાં રાખડી બાંધવાનું વિષ્ટિ કારણ નથી, જો કે કેટલાક અનિવાર્ય કારણોસર વિષ્ટિનો છેલ્લો સમય પણ માનવામાં આવે છે. 31મી ઓગસ્ટને ગુરુવારે પૂર્ણિમાના ત્રણ મુહૂર્ત નથી, તેથી સિંધુ અને ધર્મ સિંધુ સિવાયના મુહૂર્તો પર શાસ્ત્રોક્ત દૃષ્ટિકોણથી રાખડી બાંધવાનો યોગ્ય સમય નક્કી કરવામાં આવ્યો છે. જ્યોતિષના મતે 30 ઓગસ્ટના રોજ રાત્રે 9:05 થી 10:55 સુધી રાખડી બાંધવાનો શુભ સમય છે.

રક્ષાબંધનમાં ભદ્રકાળ ક્યારે છે?

જ્યોતિષ શાસ્ત્રમાં રક્ષાબંધનના સમયે ભાદરવીષ્ટિને ખૂબ જ અશુભ માનવામાં આવે છે. ભદ્રાના કારણે રક્ષાબંધન પર બહેનો રાખડી બાંધી શકશે નહીં. તિથિના પ્રથમ ભાગનો દિવસ ભાદ્રા કહેવાય છે. તિથિના ઉત્તરાર્ધની ભાદ્રાને રાત્રી ભદ્રા કહેવામાં આવે છે. જો દિવસની ભદ્રા રાત્રે આવે અને રાત્રિની ભદ્રા દિવસે આવે તો ભદ્રા શુભ માનવામાં આવે છે.

આ વખતે રક્ષાબંધન ભદ્રકાળ આ પ્રમાણે છે. સાંજે 5:30 - સાંજે 6:31 રક્ષાબંધન ભાદ્ર મુખા. 6:31 PM - 8:11 PM. રક્ષાબંધન ભદ્રા સમાપ્તિ સમય - 9:01 PM રાખડી બાંધવા માટે પ્રદોષ કાલ મુહૂર્ત - 9:01 PM (30 ઓગસ્ટ 2023) એટલે કે માત્ર 4 મિનિટનો સમયગાળો.

શા માટે કુલીન કાળમાં રાખડી ન બાંધવામાં આવી?

ભદ્રા વિષ્ટિ વિશે પૌરાણિક માન્યતાઓ અનુસાર, એવું માનવામાં આવે છે કે શૂર્પણખાએ ભદ્રા વિષ્ટિના સમયગાળામાં તેના ભાઈ રાવણને રાખડી બાંધી હતી. પરિણામે રાવણના સમગ્ર વંશનો નાશ થયો. એટલા માટે એવું માનવામાં આવે છે કે ભદ્રકાળમાં રાખડી ન બાંધવી જોઈએ. એવી પણ માન્યતા છે કે ભદ્રામાં રાખડી બાંધવાથી ભાઈનું આયુષ્ય ઓછું થઈ જાય છે.

પુનઃ લગ્નનો દાખલો આપવામાં મુક્તિ બાબત
મહિલા પેન્શનરની ઉંમર 50 વર્ષની પુરૂષ માટે 70 વર્ષ પુરા થાય તો પુનઃ લગ્નનો દાખલો આપવામાં આવેલ છે . નાણા વિભાગના ઠરાવ 02-09-2009 થી.

( 10 ) વિધવા પેન્શનરે પુનઃ લગ્ન કરવા બાબત : સંતાન વગરની મહિલા પેન્શનર પુનઃ લગ્ન કરી શકે છે લગ્ન કરનાર પુરૂષની આવક રૂપીયા 3500 થી વધવી જોઈએ નહી . નાણાં વિભાગનો ઠરાવ તા.13-04-2000 પેરા 6

🌹 (8) મુજબ ચાલુ નોકરીએ મરણ થાય તો કટુંબ પેન્શન મળવા બાબત
(1) ચાલુ નોકરીએ મૃત્યું થાય તો કટુંબ પેન્શન 10 વર્ષ સુધી પુરૂ પેન્શન મળે છે .

ચાલુ નોકરીએ કર્મચારીનું મૃત્યુ થાય તો રહેમરાહે નોકરી આપવાનું સરકારે બંધ કરેલ છે . ચાલુ રાખવા ગુજરાત હાઈકોર્ટમાં અપિલ દાખલ કરેલ છે . નોકરીના સમયે ધ્યાનમાં રાખી ઉચ્ચક રકમ રૂ.8,00,000/- ચુકવાય છે . જે મેળવી લેવી .

સિનિયર સિટીજનનો દાખલો રૂપિયા 20 ભરી મામલતદાર કચેરીએથી ફોટા સાથે મેળવી લેવો ઉંમરનો દાખલો સાથે આવી જાય છે .
( 1 ) ઈન્કમટેક્ષમાં રાહત મળે છે .
( 2 ) રેલ્વે અને વિમાનની મુસાફરીમાં કન્સેશન મળે છે .
( 3 ) બેન્ક અને એન.એસ.એસી . રોકાણ ૧ ટકા વ્યાજ મળે છે . ( 4 ) મુસાફરીમાં ઉપયોગી થાય છે .

🌹(11) સરકારી ગેસ્ટ હાઉસમાં લાભ મળવા બાબત :

નિવૃત્તિ કર્મચારી / અધિકારીને તેના કુટુંબ સાથે રાજ્ય સરકારના ગેસ્ટ હાઉસમાં બીન ફરજ પરના કર્મચારી અધિકારી સમકક્ષ ગણી રહેવા જમવાની સગવડ છ દિવસ સુધીના સમયગાળા માટે આપવાનું ઠરાવેલ છે . ઓળખપત્ર ખાસ રજૂ કરવું.મકાન અને માર્ગ વિભાગના ઠરાવ નં . એવીએ / ૧૦૮૩ / સીએમ / ૧૮૯૬ ( ૧ ) , તા . 13-03-1997

🌹(12) ઓળખપત્ર રાખવા બાબત
ઓળખ પેન્શનર / કુટુંબ પેન્શનરે પોતાની પાસે હંમેશા સાથે રાખવું પેન્શનર ટ્રેઝરી ઓફીસરનું અને બીજા પણ સાથે રાખવાં .

🌹(13) બે પેન્શનરમાં મોંઘવારી ભથ્થુ મેળવવા બાબત : –
પેન્શનર જુદી જુદી બે નોકરીમાં બે પેન્શન મેળવતાં હોય તેમને બંને પેન્શન ઉપર મોંઘવારી ભથ્થુ મળે છે . નાણાં વિભાગના તા.20-01-1998 ના ઠરાવ તથા કેન્દ્ર સરકારનો સરક્યુલર તા . 04-12-1997 પેન્શન તા . 16-06-1999 ની સ્પષ્ટતા મુજબ .

🌹(14) તાત્કાલિક સારવાર ccc બાબત
પેન્શનરને તાત્કાલિક સારવાર માટે સરકાર માન્ય હોસ્પિટલના બદલે અન્ય ખાનગી હોસ્પિટલમાં સારવાર લીધી હોય તો પણ કુલ રીએમ્બેસમેન્ટ મેળવવા હક્કદાર છે .

🌹(15) લઘુત્તમ પેન્શન બાબત
લઘુત્તમ પેન્શનર રૂપિયા 9000 નક્કી કરેલ છે . તેના ઉપર મોંઘવારી ભથ્થું મેડીકલ વગેરે નીયમો મુજબ મળે છે . નાણાં વિભાગ ઠરાવ તા.13-04-2009

🌹(16) મકાન પેશગી માંડવાળ કરવા બાબત :
પેન્શનરના મૃત્યુના કિસ્સામાં મકાન પેશની મુદ્દત વ્યાજ સાથે માંડવાળ કરવા બાબત નાણાં વિભાગના ઠરાવ નં . ડીપીપી / ૧૦૯૨ – ૧૪૭૮/૯૬ ઝેટ -૧ , તા . 03-08-1996 માંડવાળ કરવા ઠરાવેલ છે .

🌹 (17) માતા - પિતાને પેન્શન મળવા બાબત
– પેન્શનરના મૃત્યુના સંજોગોમાં પતિ / પત્ની બાળકો ન હોય તો પેન્શનર આધારિત હોય તેવા માતા , પિતાને પેન્શન મળવાપાત્ર છે . નાણાં વિભાગના પત્ર નં . એન . વીટી / ૨૦૦૧ / ડી / ૪૯૭ / ૨ / પી , તા . 19/08/2002 ( 21 ) પેન્શન પાત્ર નોકરી બાબત : – ઓછામાં ઓછા પેન્શન પાત્ર નોકરીના વર્ષ 10 વર્ષ ગણાય છે . જી.સી.આર. 2002 પેન્શન , નિયમ –37 ( 1 ) મુજબ પેન્શનપાત્ર નોકરીના જરૂરી વર્ષ રોજમદાર કારીગર માટેના ઠરાવ તા.17-10-1988

🌹(18) હોસ્પિટલમાં સિનિયર સીટીજન જુદી લાઈન રાખવા બાબત : હોસ્પિટલમાં કેશ કઢાવવા ડોક્ટરને બતાવવા અને દાવા કરાવવા અલગ લાઈન કરવા સામાજિક ન્યાય અને અધિકારીત કેન્દ્ર સરકારના હુકમો થયેલ છે . ઈન્કમટેક્ષની મર્યાદા વધુ - વ્યાજદર ૧ ટકા રેલ્વે , હવાઈ મુસાફરી 50% રાહત વગેરે .

🌹(19) મા – બાપ અને વરિષ્ઠ નાગરિક બાબત : –
મા – બાપ અને વરિષ્ઠ નાગરિક નિભાવ અને કલ્યાણ કેન્દ્રીય અધિનિયમ 56 , 2007 ના નિયમો અને ટ્રિબ્યુનલો 2009 જાણવા જોગ જુઓ 

🌹(20) માહિતી અધિકાર બાબત : જરૂર પડે માહિતી અધિકાર હેઠળ માહિતી અધિનિયમ , 2005 નિયમ નમૂનામાં ફોર્મ ભરી રૂપિયા 20 ના સ્ટેમ્પ લગાવી માહિતી મેળવવાની જોગવાઈ છે .

🌹(21) પેન્શન જગતમાં પ્રશ્ન પૂછી માહિતી મેળવવા બાબત
– પેન્શનર મુંજવતા કોઈ પણ પ્રશ્ન હોય તો તે પેન્શન જગતના ગ્રાહકના પ્રશ્ન પૂછી તેનો જવાબ મેળવી પ્રશ્નની ચોખવટ મેળવી શકે . અંકમાં પ્રશ્નનો જવાબ આપવામાં આવે છે . પેન્શન જગતના ગ્રાહકને જ જવાબ આપવામાં આવે છે . જેથી ગ્રાહક નંબર અચુક લખવો .

🌹(22) નિવૃત્ત થયેલ અધિકારીશ્રી ઓળખ આપી શકે છે
નિવૃત્ત થયેલ અધિકારીશ્રી ઓળખ આપી શકે છે . રહેઠાણના પુરાવા સાથે ઓળખ આપવાની જોગવાઈ કરેલ છે . સામાન્ય વહીવટી વિભાગના તા.12-01-2012 ના ઠરાવ નં . યું.આઈ.ડી .102009 યુ.ઓ. આર . – 45 એસ પાર્ટ ( ટુ ) થી જોગવાઈ કરેલ છે .

🌹(23) પેન્શન ઘટાડવા સ્થાગિત કરવા બાબત --
રાષ્ટ્ર વિરોધિ પ્રવૃિત્તિ તથા નિયમ ભંગની અત્યંત ગંભીર કાર્યવાહી કરે તો પેનશન ઘટાડવા સ્થગિત કરવાનો અધિકાર રાજ્ય કરી શકે છે . ગુજરાત સરકારના ૨૦૦૨ ના પેન્શન નિયમોના નિયમો – ૨૩ ( ૩ ) મુજબ

🌹(24) નિવૃત્તિ બાદ પુનઃ લગ્ન કરવા બાબત :
– નિવૃત્તિ બાદ કરેલ પુનઃ લગ્ન રાજ્ય સરકારે માન્ય રાખેલ છે નાણાં ખાતાનાં ઠરાવ નં . ન . વ.તા.એફ. 1390 જી.ઓ. –૧–૩૦ - પી.આઈ એફ . 1390 –જી.ઓ. –130 – પી.આઈ. , તા . 15/09/2091 આ અંગે મેરેજ રજીસ્ટ્રેશન કરાવવું જરૂરી છે . જે ખાતામાંથી નિવૃત્તિ થયા હોય તે ખાતા મારફતે દરખાસ્ત મંજૂર કરાવી પીપીઓ બુકમાં નામ દખલ કરાવવું જરૂરી છે .

🌹(25) ગુજરાત રાજ્ય સેવા તબીબી સારવાર એમ્બ્યુલન્સ સેવા બાબત
ગુજરાત રાજ્ય સેવા તબીબી સારવાર નિયમો 1988 ની મહત્ત્વની ઉપયોગી જોગવાઈ કરવામાં આવી . દર્દીને ચાલવાનું અશક્ય હોય તો હોસ્પિટલ અને હોસ્પિટલ થી ઘર સુધી બંને તરફ આવવા - જવા માટે એમ્બ્યુલન્સ સેવા તરીકે સ્વીકારેલ છે નિયમ – ૨ ( ૭ ) છ મુજબ .

🌹(26) પેન્શનરને આવકનું પ્રમાણપત્ર મેળવવા બાબત : – નાણાં ખાતાના ઠરાવ ડીપીપ - 1098-49696-8 - પી . , તા .24 / 04 / 2000 થી તિજોરી અધિકારીએ 30 જૂન સુધી મોકલી આપવાની જોગવાઈ કરવામાં આવેલ છે , ઈન્કટેક્સ રીટર્ન વગેરે માટે ઉપયોગી છે .

🌹(27) 80 વર્ષ થી વધુ ઉંમરના પુરાવા માટે પ્રમાણ રજુ કરવા બાબત
– 80 વર્ષ પૂરા થયેથી પેન્શનર - કટુંબ પેન્શનરને 20 ટકા , 30 ટકા , 40 ટકા , 50 ટકા પૂરા 100 ટકા મેળવવા જિલ્લા તિજોરી અધિકારીશ્રીને ઉંમરના પુરાવા કુટુંબ પેન્શનરને રજૂ કરવાના થાય છે . અભણ કટુંબ પેન્શનરે તબીબી પ્રમાણપત્ર માન્ય રાખવા કમિશનર આરોગ્ય તબીબી સેવાઓ અને તબીબી શિક્ષણ ( તબીબી સેવાઓ ) ગુજરાત રાજ્ય ના જા.જ.6-1 -80 ના પ્રમાણપત્ર 11 તા . 27/12/2011 થી સિવિલ સર્જનની સહી થયેલ પ્રમાણપત્ર માન્ય રહે છે . ( 32 ) કેન્દ્ર સરકારના પેન્શનરોની અપરણિત પુત્રીને આજીવન પેન્શન બાબત ઃ કેન્દ્ર સરકાર વિધવા ત્યકતા અપરણિત પુત્રી આજીવન પેન્શન આપવા કેન્દ્ર સરકાર ના ઠરાવ નં.1-19-03 પી - એન્ડ –પી . ડબલ્યુ.ડી– ( સી ) તા.06-09-2007 થી ઠરાવેલ છે આ અંગે ગુજરાત સરકાર પાસે પેન્શનરોની માંગણી ચાલુ છે .
🌹 (28) પેન્શનરે – કુટુંબ પેન્શનરે તાલુકા નિવૃત્ત કર્મચારી મંડળમાં આજીવન સભ્ય ફી ભરી આપણા હક્કોની લડત અને સંગઠનમાં સહભાગી થવું .

🌹(29) વર્ષ 2021 માટે પેન્શનરોની વાર્ષિક હયાતીની ખરાઈનો સમયગાળો વધારવા અંગે

ઓળખપત્ર બાબત નાણા વિભાગે પેન્શનરોને ઓળખપત્ર અંગે પત્ર ક્રમાંકઃ પરચ / 5691 / પી -2 /તા.15-09-92 થી નિર્ણય કરેલ છે . પેન્શનર્સ ફેડરેશન તથા મંડળો મારફત આવા ઓળખપત્ર અપાય છે . ઓળખપત્રો ઉપર સંબંધિત તિજોરી પેટા તિજોરીના સહી સિક્કાથી અધિકૃત કરી આપવામાં આવે છે . ઓળખપત્ર ધરાવતા પેન્શનરને ઘણી બધી સવલતા મળતી હોય છે . નિવૃત્તિ સમયે સરકારી રેકર્ડમાં ચાલતા નામ પ્રમાણે જ બેંકમાં ખાતુ ખોલાવવું . હવે ઇ - પેમેન્ટ પ્રથા અમલમાં હોવાથી નામમાં ફેરફારથી પેન્શનર જમાં થવામાં મુશ્કેલી પડે છે . આથી બેંક ખાતામાં સ ૨ કા ૨ી રેકર્ડમાં દર્શાવ્યા મુજબના જ આખા નામ , અટક સાથે ખાતું ખોલાવવું તે પ્રમાણે આધાર કાર્ડ અને પાનકાર્ડ પણ મેચ થાય તે પ્રમાણે કરાવવા .

🌹(44) કુટુંબ પેન્શન મેળવવા શું કાર્યવાહી કરવી : –
પેન્શનરના અવસાન પ્રસંગે – વારસદારે તિજોરી અધિકારીશ્રીને સાદા કાગળનાં પી.પી.ઓ. નંબર મરણના દાખલા સાથે અરજી કરવાની હોય છે . નિયુક્ત પત્રમાં જણાવેલ નિયુક્ત અવસાન તારીખ એક વર્ષમાં અરજી કરે અને રૂ .30,000 સુધીની બાકીના પેન્શનની રકમ મામલતદાશ્રીના સર્ટિફિકેટના આધારે મળવાપાત્ર બને છે . 1 લાખ સુધીની કરમ કલેક્ટરની અને ત્યાર પછી વધુ રકમ માટે ડી . મેજીસ્ટ્રેટશ્રીને પાવર હોય છે .

🌹(45) ઉતરક્રિયાનાં નાણાં મેળવવા શું કાર્યવાહી કરવી ? : પેન્શનરના અવસાન પ્રસંગે પેન્શનરે નિયુક્ત કરેલ વારસદાર એક માસના પેન્શન વત્તા મોંઘવારીની રકમ ઉત્તરક્રિયાના ખર્ચ તરીકે ચૂકવવામાં આવે છે . આ અંગે પેન્શનરે તેમની હયાતી દરમ્યાન તિજોરી અધિકારીશ્રીને નમૂના – 11 અને 12 ના ફોર્મ ભરી આપવાના રહે છે . જેથી પેન્શનરના મરણ પછી આવા હક્કદાવા મેળવવામાં નિયુક્તાને મુશ્કેલી પડે નહી . આ લાભ કુટુંબ પેન્શન મેળવતા પેન્શનરને લાગુ પડશે નહિં . પેન્શન ટ્રાન્સફર કરવા બાબત : એક જિલ્લામાંથી બીજા જિલ્લામાં અથવા એક તાલુકામાંથી બીજા તાલુકામાં પેન્શન ટ્રાન્સફર કરવા તિજોરી અધિકારીશ્રીને અરજી કરવાની હોય છે . નમુના - 14 મુજબ કરવાથી ટ્રેઝરી ઓફીસર તબદીલી કરી શકે છે . એક રાજયમાંથી બીજા રાજયમાં પેન્શન ટ્રન્સફર કરવા આવી જ કાર્યવાહી કરવાની હોય છે . પેન્શન પ્રો . કચેરી દ્વારા એ.જી. ઓફીસેથી,,, તબદીલીથી કાર્યવાહી કરવાની રહે છે .

🌹(46) વિકલાંગ પુત્ર - પુત્રીને કટુંબ પેન્શન ઃ( 1 ) શારીરિક રીતે પુત્ર - પુત્રીને જીવન પર્યત કુટુંબ પેન્શન મળે છે . નાણા વિભાગના ઠરાવ નં . નવત / 1387 / જી.ઓ.આઈ પી.જે. તા.06-06-89 પેન્શનરે હયાતીમાં અરજી કરી લાભાર્થીનું નામ પી.પી. ઓ . માં લખાવવું . બે પત્નીના કિસ્સામાં કુટુંબ પેન્શન –
( 2 ) કુટુંબ પેન્શનની રકમ બે પત્નીના કિસ્સામાં એકના અવસાન પછી પેન્શન બંધ થવાને બદલે બીજી પત્નીને કુટુંબ પેન્શનની પહેલી પત્નીને મળતી રકમ પ્રમાણે ચુકવાશે . નાણા ખાતાના ઠરાવ નં . નવત / 1091 જી.ઓ.આઈ.એફ. એફ . / એમ- 01-03-92
( 3 ) નિવૃત્તિ બાદ લગ્નથી પ્રાપ્ત સંતાનોને કુટુંબ પેન્શન મળવાપાત્ર થાય છે . સરકારી ઠરાવ તા.18-03-97 થી તા.01-01-2006 ધારણ કરેલ હોદ્દાના મિનિમમ પગાર બેન્ક + ગ્રેડ પે ના 50 ટકા પેન્શન તથા 30 ટકા મુજબ કુટુંબ પેન્શન મળે તેવી જોગવાઈ કરેલ છે .

નંબર પ્લેટના પ્રકાર: Types of Number plate: આપણે રસ્તા પર જતા હોય ત્યારે વાહનની વિવિધ પ્રકારની નંબર પ્લેટો જોતા હોઈએ છીએ જેમકે સફેદ પીળી લીલી શું તમે ક્યારેય રિમાર્ક કર્યું છે માત્ર સફેદ પીળી અને લીલી જ નહીં પરંતુ કુલ સાત પ્રકારની હોય છે નંબર પ્લેટ. શું તમે આ દરેકનો સાચો અર્થ જાણો છો ચાલો આજની આ પોસ્ટમાં આપણે જાણીએ કયા નંબર પ્રકારની નંબર પ્લેટ કયા વાહનમાં લગાવવામાં આવે છે અને દરેકનો શું અર્થ થાય છે

સફેદ નંબર પ્લેટ – White Number Plate

જો કોઈ વ્યક્તિએ પોતાના પર્સનલ યુઝ માટે વાહન ખરીદ્યુ હોય તો તેની નંબર પ્લેટ સફેદ હોય છે. મોટાભાગના વાહનોની નંબર પ્લેટ સફેદ હોય છે. ચાલો હવે સફેદ નંબર પ્લેટનો અર્થ જાણીએ. જ્યારે વાહનને સફેદ નંબર આપવામાં આવે છે, તો તેનો અર્થ એ થાય છે કે વાહનનો ઉપયોગ ફક્ત ખાનગી અથવા વ્યક્તિગત ઉપયોગ માટે કરવામાં આવનાર છે.

પીળી નંબર પ્લેટ – Yellow Number Plate

પીળી નંબર પ્લેટવાળા વાહનોનો ઉપયોગ માત્ર ઓટો રિક્ષા, ટેક્સી, ટ્રક અને બસ માટે કરવામા આવે છે. પીળી નંબર પ્લેટ સામાન્ય રીતે પેસેન્જર વાહનમા લગાવવામા આવે છે. મતલબ કે પીળી નંબર પ્લેટનો ઉપયોગ કોઈપણ કોમર્શિયલ વાહનોમા માટે થાય છે. પીળી નંબર પ્લેટવાળા વાહનોના ચાલકો પાસે કોમર્શિયલ વાહન ચલાવવાનું ડ્રાઇવિંગ લાઇસન્સ પણ હોવું જોઈએ.

આપણે ઘણી વખત હાઈવે પર બ્લેક નંબર પ્લેટ પણ જોતા હોઈએ છીએ. આ વાહનો કોમર્શિયલ વાહનો તરીકે નોંધાયેલા હોય છે. જો કે, બ્લેક નંબર પ્લેટવાળી કાર ચલાવવા માટે કોમર્શિયલ વાહન ડ્રાઇવિંગ લાયસન્સ ની જરૂર પડતી નથી. તમે સામાન્ય રીતે ભાડાના વાહનો અને લક્ઝરી હોટેલ પરિવહન વાહનો પર આ નંબર પ્લેટો જોઈ શકો છો.

ગ્રીન નંબર પ્લેટ – Green Number Plate

અત્યારે આપણે લીલી નંબર પ્લેટ ખૂબ જ જોવા મળે છે. જ્યારે તમે ગ્રીન નંબર પ્લેટ જુઓ તો સમજી લેવાનુ કે આ વાહન ઇલેક્ટ્રિક વાહન છે. ભારતમાં રજીસ્ટર્ડ થયેલા તમામ ઇલેક્ટ્રિક વાહનો પર ગ્રીન લાયસન્સ પ્લેટ લગાવવી ફરજિયાત છે. જો કે, વ્યક્તિગત અથવા વ્યવસાયિક વાહનના આધારે અક્ષરોના રંગમાં તફાવત છે. તમામ વ્યક્તિગત ઇલેક્ટ્રિક વાહનોને સફેદ અક્ષરોવાળી લીલી નંબર પ્લેટ મળે છે અને કોમર્શિયલ ઇલેક્ટ્રિક વાહનોને પીળા અક્ષરોવાળી લીલી નંબર પ્લેટ લગાવવામા આવે છે.

લાલ નંબર પ્લેટ – Red Number Plate

જ્યારે પણ તમે રસ્તાઓ પર લાલ રંગની નંબર પ્લેટ જુઓ તો સમજી લો કે આ વાહન તાજેતરમાં જ ખરીદવામા આવ્યુ છે. લાલ રંગની નંબર પ્લેટનો અર્થ એ છે કે આ વાહનને અત્યાર સુધી માત્ર ટેમ્પરરી નંબર પ્લેટ લગાવવામા આવી છે. નવી કાર ખરીદ્યા પછી, તમારે કાયમી નંબર પ્લેટ લગાવવામા ન આવે ત્યા સુધી ત્યાં સુધી લાલ નંબર પ્લેટનો ઉપયોગ કરવો પડશે.

બ્લુ નંબર પ્લેટ – Blue Number Plate

વિદેશી રાજદ્વારીઓ માટે આરક્ષિત વાહનોમાં સફેદ અક્ષરો સાથે વાદળી નંબર પ્લેટ લગાવવામા આવે છે. વાદળી રંગની નંબર પ્લેટમાં CC (કોન્સ્યુલર કોર્પ્સ), યુએન (યુનાઇટેડ નેશન્સ), ડીસી (ડિપ્લોમેટિક કોર્પ્સ) વગેરે જેવા અક્ષરો લખેલા હોય છે. તેમજ આ નંબર પ્લેટમાં સ્ટેટ કોડ નથી. તેના બદલે, તે રાજદ્વારીઓનો દેશ કોડ લગાવવામા આવે છે.

નંબર પ્લેટ પર તીર નું નિશાન

ભારતીય સૈન્યના જવાનોના વાહનમાં અલગ પ્રકારની નંબર પ્લેટ લગાવવામાં આવે છે. સૈન્યના વાહનોની નંબર પ્લેટની શરૂઆતમાં ઉપરની તરફ તીરનું નિશાન હોય છે. ઉપર નિર્દેશિત તીરને વ્યાપક તીર પણ કહે છે.

શ્રીમાન,

ઉપર્યુકત વિષય પરત્વે જણાવવાનું કે, ભારતનાં ચૂંટણી આયોગ, નવી દિલ્હીની તા.૦૪/૧૦/૨૦૨૨ના પત્ર ક્ર:23/B0/2022-ERSથી આપવામાં આવેલ સુચના અન્વયે અત્રેના તા.૨૨/૧૦/૨૦૨૨ના પત્ર ક્ર:ઇએલસી/૧૦૨૨ ૪૨૬૫ છથી સર્વે કલેક્ટર અને જિલ્લા ચૂંટણી અધિકારીશ્રીઓને બી.એલ.ઓ.ની નિમણૂંક, ફરજો અને જવાબદારીઓ વગેરે બાબતે વ્યાપક સુચનાઓ પરિપત્રિત કરવામાં આવેલ છે.

બુથ લેવલ ઓફિસરોની નિમણૂંક અને કામગીરી બાબતે વિવિધ શિક્ષક સંગઠનો/સંઘો/મંડળો દ્વારા બી.એલ.ઓ.ની ફરજો અન્ય ૧૩ જેટલી કેડરના કર્મચારીઓ/અર્ધ સરકારી કર્મચારીઓને પણ કામગીરી સોંપવા અને શિક્ષકોને ઓછામાં ઓછા સુચિત કરવા બાબતે, બી.એલ.ઓ.ની ફરજો રોટેશન મુજબ આપવા બાબતે, બી.એલ.ઓ.ની ફરજોમાંથી માધ્યમિક-ઉચ્ચતર માધ્યમિક શિક્ષકોને મુક્તિ આપવા બાબતે, બી.એલ.ઓ.ની કામગીરી અન્ય એજન્સીઓ મારફતે કે બેરોજગાર યુવકો પાસે કરાવવા બાબતે, ૫૦ વર્ષ કે તેથી વધુ વયની વ્યકિતઓને બી.એલ.ઓ.ની કામગીરી ન સોંપવા બાબતે, બી.એલ.ઓ.ની કામગીરીનું ભથ્થું વધારવા બાબતે રજુઆતો મળેલ છે.

3. આથી, વિવિધ સંગઠનોના પ્રશ્નો નિવારી શકાય તે માટે મળેલ રજુઆતો બાબતે નીચેના મુદ્દાઓ મુજબ કાર્યવાહી કરવા વિનંતી છે.

ભારતના ચૂંટણી પંચની તા.૦૪.૧૦,૨૦૨૨ના પત્ર તથા અત્રેના તા.૨૨.૧૦,૨૦૨૨થી આપેલ સુચના મુજબ બી.એલ.ઓ.ની કામગીરી શિક્ષકો ઉપરાંત અન્ય ૧૨ કેડરો (જેમકે તલાટી, મધ્યાહન ભોજન કર્મચારી વગેરે), મહદઅંશે સ્થાનિક કક્ષાના કર્મચારીઓ પાસેથી પણ કરાવવી જોઇએ. વધુમાં ઉક્ત સુચનામાં શિક્ષકોને બી.એલ.ઓ.ની કામગીરીમાં ઓછામાં ઓછા સુચિત કરવા જોઇએ તેમ જણાવેલ છે, તેનું નિશ્ચિતપણે પાલન કરવું જોઇએ.

• બી.એલ.ઓ.ની નિમણૂંકો કરવા સમયે ફક્ત જિલ્લા/તાલુકા શિક્ષણ અધિકારીઓ પાસેથી જ માહિતી માંગવામાં આવે છે તે મુજબની રજુઆતો મળેલ છે. જેથી આગામી નિમણૂંક પહેલાં તાલુકા/જિલ્લાની અન્ય કચેરીઓ પાસેથી પણ કર્મચારીઓની વિગતો મેળવવી.

ઘણાં બી.એલ.ઓ. દ્વારા ત્રણ વર્ષથી વધારે સમય કામગીરી કરેલી હોવા છતાં અત્રેની કચેરી સુધી મુક્તી માટેની રજુઆતો આવે છે. આથી ત્રણ વર્ષથી વધારે સમય કામગીરી કરેલી હોય તેવા બી.એલ.ઓ.ની કામગીરીમાંથી મુક્તી અંગેની રજુઆતો અન્વયે તુર્ત જ કાર્યવાહી કરવી જોઇએ.

બી.એલ.ઓ.ની નિમણૂંક અને કામગીરી સ્ટ્રિમલાઇન થાય તે માટે ભારતના ચૂંટણી પંચની તા.૦૪.૧૦.૨૦૨૨ તથા અત્રેના તા.૨૨,૧૦,૨૦૨૨ ના પત્રોથી આપેલ સુચનાઓ મુજબ કામગીરી કરવામાં આવે તેમ સર્વે DEOSએ સુનિશ્ચિત કરવું જોઇએ.

 . વધુમાં, હાલમાં બી.એલ.ઓ. તરીકે અલગ-અલગ કેડરના કેટલાં કર્મચારીઓ ફરજો બજાવી રહ્યા છે, તેની માહિતી અત્રેની કચેરીને મળી રહે તે માટે બિડાણમાં સામેલ પત્રક મુજબની માહિતી તા.૧૯/૦૮/૨૦૨૩ સુધીમાં મોકલી આપવા આજ્ઞાનુસાર વિનંતી છે.
