(1) Any fact or opinion which refutes any current or recent policy or action of the Central Government or the State Government, but in the case of any Government employee incorporated in any class of Government employees specified in sub-rule (3) of Rule-1, the employment of such Government employees. - Trade union positions of such government employees for the protection or improvement of conditions No comment in this section shall apply to the views expressed in good faith as a debtor.
The fact or opinion that troubles the relations between the Central Government and any State Government, or, the fact or opinion which causes difficulty in the relations of the Central Government and any foreign Government: But any statement or opinion made by the Government employee in the proper fulfillment of his duties or duties assigned to him. No wording in the rule will apply.
Thus, if any government official employee criticizes the government's policy, planning or decisions on electronic media, social media / facebook twitter whatsapp, expresses it in a manner that will increase negativity or share any such thing in accordance with the rules of the government. Includes criticism and is therefore considered a breach of Rule-1 of Gujarat Civil Services (Conduct) Rules, 2.
