DigiLocker is a significant initiative under Digital India, the flagship program of the Government of India aimed at transforming India into a digitally empowered society and knowledge economy. Targeted at the idea of paperless governance, DigiLocker is a platform for issuance and verification of documents and certificates in a digital manner, thus eliminating the use of physical documents. If stopped by the traffic police for valid papers, you can show the documents stored in DigiLocker to avoid heavy fines under the amended Motor Vehicles Act. A senior official in the road transport ministry said motorists can submit documents using the DigiLocker or mParivahan mobile apps. The Motor Vehicles (Amendment) Bill, 2019, which aims to impose stricter penalties for road traffic violations, came into force earlier this month.
Motorists can submit digital documents. Digital documents do not mean scanned copy or photograph of Driving Licence, RC (Registration Certificate) or Insurance. They have to be stored on Digilocker or mParivahan app."
An amended provision in the Central Motor Vehicles Rules 1989 allows citizens to submit documents related to transport such as registration, insurance, fitness and permit, driving licence, pollution check certificate and any other relevant documents in electronic form.
This will enable the use of digital platforms for carrying and verification of documents and is a step towards citizen convenience,” said an advisory sent on November 19, 2018 to state police and transport departments.
The penalties for violation of road rules have increased significantly since the new Motor Vehicles Act came into force from September 1, 2019. As per the new guidelines, the penalty for driving without a license has been increased from Rs. 500 to Rs. 5,000, while the penalty for driving without qualification has been increased from Rs. 500 to Rs. 10,000.
The penalty for over speeding has been increased from Rs. 400 to Rs. 1,000 for light motor vehicles and 2,000 for medium passenger vehicles. The penalty for driving without using seat belt has been increased from Rs. 100 to Rs. 1,000.

5. After this your Digi Locker account will be opened. Go to Digilocker application and first of all add your Aadhaar number in your Digilocker. To add aadhar card, first enter your aadhar card number. On entering Aadhar card number, you will get OTP on Aadhar link mobile number. After entering and continuing this OTP, all the issued documents related to Aadhar card will be visible inside Digi Locker.
6. You can add your multiple documents with DigiLocker by going to Search Documents. If you wish, with the help of upload option, you can also upload your necessary documents and keep them in Diggy Locker.
